The Senior Program Manager serves as the primary point of contact and senior leader responsible for the successful execution of a Department of Justice (DoJ) program operating under a Blanket Purchase Agreement (BPA) and associated BPA Calls. This individual has full authority and accountability for program delivery, staffing, quality assurance, schedule management, subcontractor coordination, and Government communications.
The ideal candidate is a seasoned Federal IT leader with extensive experience managing large-scale government technology programs utilizing Agile methodologies and modern enterprise solutions, including Microsoft Dynamics 365.

Salary Disclosure
Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.
The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.

Responsibilities
- Serve as the central point of contact with full authority for all contractual, technical, and programmatic matters related to the BPA and BPA Calls.
- Lead end-to-end program execution, ensuring successful delivery of all contract requirements within scope, schedule, and budget.
- Oversee staffing strategy, resource management, and workforce planning to maintain a highly qualified and mission-focused team.
- Establish and enforce quality management processes to ensure exceptional service delivery and customer satisfaction.
- Manage program schedules, deliverables, milestones, and performance metrics in accordance with Government requirements.
- Coordinate and manage subcontractor performance, ensuring alignment with program objectives, contractual obligations, and compliance standards.
- Maintain proactive communication with Government stakeholders, providing status updates, risk management, issue resolution, and strategic guidance.
- Lead Agile program management activities, including sprint planning, backlog prioritization, and continuous improvement initiatives.
- Support digital modernization initiatives leveraging Microsoft technologies, including Microsoft Dynamics 365 solutions.
- Identify and mitigate program risks while implementing corrective actions to ensure operational success.
- Ensure compliance with Federal regulations, security standards, and organizational policies.
- Active Secret clearance with the ability to obtain a Top Secret clearance.
- Bachelor’s degree in Information Technology, Business, Engineering, or related field.
- Minimum of 15 years of experience managing large-scale Federal IT programs and projects.
- Minimum of 10 years of experience leading Federal IT projects in support of U.S. Government agencies.
- Project Management Professional (PMP) certification required.
- Demonstrated experience managing programs using Agile methodologies and frameworks.
- Experience serving as the senior accountable leader for complex BPA or enterprise contract execution.
- Strong experience managing subcontractors, cross-functional teams, and Government stakeholder relationships.
- Excellent leadership, communication, organizational, and problem-solving skills.
- Certified Scrum Master (CSM) certification.
- Experience with Microsoft Dynamics 365 implementations and enterprise modernization initiatives.
- Microsoft certifications related to cloud, business applications, or enterprise technologies.
- Experience supporting Department of Justice (DoJ) or other Federal Civilian agencies.
- Familiarity with IT Service Management (ITSM), cloud migration, cybersecurity, and digital transformation initiatives.
