Project Coordinator / Operations Coordinator – Construction (JOC Program)

Valet Works Construction is seeking a highly organized and detail-oriented Project Coordinator / Operations Coordinator to support our growing Job Order Contracting (JOC), IDIQ, and task order construction programs throughout the United States. This position serves as the administrative and operational backbone of our construction team and is responsible for coordinating subcontractors, estimators, project managers, suppliers, clients, and internal staff to ensure projects move efficiently from award through closeout.
The ideal candidate will have a minimum of three (3) years of construction industry experience and three (3) years of Procore experience. Experience supporting federal, municipal, JOC, IDIQ, MATOC, SATOC, or multi-project construction programs is strongly preferred.
This position requires exceptional organizational skills, the ability to manage multiple projects simultaneously, and a proactive approach to problem solving.
Minimum Qualifications
- Minimum 3 years of construction industry experience.
- Minimum 3 years of Procore experience.
- Experience supporting multiple construction projects simultaneously.
- Strong understanding of construction documents, subcontractor management, invoicing, and project administration.
- Experience with Microsoft Office Suite, Excel, Outlook, and cloud-based file management systems.
- Excellent written and verbal communication skills.
- Ability to prioritize competing deadlines in a fast-paced environment.
- Experience working with subcontractors, vendors, and suppliers.
- Experience with certified payroll collection is preferred.
- Experience with federal construction projects is preferred.
Primary Responsibilities
Estimating & Preconstruction Support
- Receive task orders and distribute scopes of work to subcontractors and estimators.
- Solicit subcontractor pricing and proposals.
- Track estimating deadlines and ensure proposals are returned on time.
- Maintain subcontractor bid lists and trade partner databases.
- Coordinate site visit schedules for subcontractors and estimators.
- Organize photographs, plans, specifications, and supporting estimating documents.
Project Administration
- Create and maintain project files and task order folders.
- Update project dashboards and tracking logs for all active task orders.
- Monitor project schedules, milestones, and critical deadlines.
- Track project status from award through closeout.
- Assist Project Managers and Superintendents with project documentation and administrative support.
- Coordinate communication between field staff, subcontractors, suppliers, and clients.
Procore Administration
- Create and maintain projects within Procore.
- Upload plans, specifications, photos, contracts, and project documents.
- Ensure subcontractors are properly utilizing Procore when required.
- Track project correspondence and documentation.
- Maintain accurate project records and document control.
- Monitor project logs, submittals, RFIs, commitments, and closeout documentation.
Subcontractor Management
- Collect and maintain:
- W-9 Forms
- Certificates of Insurance
- Business Licenses
- Safety Documentation
- Executed Subcontract Agreements
- Ensure all subcontractor compliance requirements are met prior to project start.
- Track insurance expiration dates and renewals.
- Assist with onboarding new subcontractors.
Material Procurement & Vendor Coordination
- Create purchase orders with Home Depot, Lowe's, and other suppliers.
- Coordinate material purchases for subcontractors.
- Track material orders, deliveries, and receipts.
- Verify material invoices against approved purchase orders.
- Maintain organized procurement records.
Accounting & Billing Support
- Collect subcontractor invoices.
- Review invoices for completeness and compliance.
- Track project costs and supporting documentation.
- Prepare and submit client invoices.
- Submit task order billing packages to USPS and other clients.
- Monitor accounts receivable and payment status.
- Track outstanding balances and assist in collection efforts.
- Ensure all task orders are billed and collected in full.
Certified Payroll & Compliance
- Collect and review certified payroll reports.
- Maintain prevailing wage compliance documentation.
- Track labor compliance requirements.
- Assist with Davis-Bacon and federal project reporting requirements.
- Maintain compliance records for audits and contract requirements.
Project Closeout
- Prepare project closeout packages.
- Collect warranties, lien waivers, as-built documentation, and final reports.
- Gather Safety Data Sheets (SDS) and operation manuals.
- Ensure all project documentation is complete before closeout.
- Coordinate final invoice submissions.
- Confirm receipt of final payment.
- Archive project records.

Compensation & Benefits
Compensation will be based upon experience, qualifications, and construction industry knowledge. Additional benefits and growth opportunities are available for candidates seeking a long-term career with a rapidly growing federal construction contractor. Minimum base pay $65,000 / annually or $31.25 / hourly. Compensation is negotiable for strong experienced candidates.
