About You:

We are seeking an experienced Senior Program Manager to lead and oversee the design and implementation of a transformational network engineering program. This role is responsible for driving strategic initiatives, managing cross-functional teams, and ensuring successful delivery of program objectives. The Senior Program Manager will serve as the primary liaison between executive leadership and engineering teams, ensuring alignment with organizational goals. This role will also directly serve as the key leader coordinating with government and industry partners and stakeholders, ensuring the on-time delivery of all milestones. This position reports to the VT-ARC Director of Engineering Test and Evaluation Division (ETED). (Active Top Secret/SCI clearance is required)

Duties/Responsibilities:

  • Lead the planning, execution, and delivery of a multi-phase network engineering program.
  • Define program scope, objectives, and success metrics in collaboration with stakeholders.
  • Oversee and manage the engineering team and other technical leads to ensure design and implementation meet requirements, and are on schedule.
  • Manage program budgets, timelines, and resource allocation.
  • Identify and mitigate risks to ensure program success.
  • Facilitate communication between technical teams, leadership, and external partners.
  • Ensure compliance with security, regulatory, and organizational standards.
  • Prepare and present program status reports to senior leadership.
  • Work closely with the onsite government and contractor technical team to ensure the end-to-end network and end user communication performance expectations and requirements are met

Required Education, Certification, Skills, Capabilities:

  • Bachelor’s degree in Information Technology, Engineering, Technology Management or related field (Master’s preferred).
  • 10 years of experience in program or project management, with at least 3 years managing complex technical programs.
  • Proven experience overseeing large-scale network engineering or infrastructure projects.
  • Strong understanding of networking concepts and technologies (LAN/WAN, SD-WAN, cloud networking, on-prem design and management).
  • Exceptional leadership, communication, and stakeholder management skills.
  • Previous experience working with Federal agencies on critical networks and communications services
  • Proven ability to establish objectives, formulate/follow plans and processes, and oversee the execution of technical documentation and implementation of solutions.
  • Strong interpersonal and teambuilding skills

Desired Education, Certification, Skills, Capabilities:

  • Master’s degree in Systems Engineering, Computer Science, Technology Management
  • Experience working in regulated environments or government contracting.
  • Familiarity with budgeting and financial forecasting for large programs.
  • Ability to manage multiple priorities and adapt to changing requirements.
  • Proficiency in program management methodologies (Agile, PMI, or equivalent).
  • Relevant certifications (PMP, PgMP, or equivalent)
  • Experience with network design and system architecture development tools and frameworks (Mission Engineering, DoDAF, etc.)
  • Experience with program management and systems engineering processes and reviews (SRR/SFR, PDR, CDR, TRR, etc.)

Primary Work Location: Work is to be performed fully onsite in Arlington, VA

Special Work Conditions:

  • Occasional CONUS travel may be required; up to 15%
  • Possible travel to OCONUS locations; up to 10%

Security:

  • Must be a U.S. Citizen
  • Active Top Secret/SCI clearance is required
