The Program Analyst (Informatics) is primarily focused on improving the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies through the Veterans Health Administration.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-9 position you must have served 52 weeks at the GS-7.
  • For a GS-11 position you must have served 52 weeks at the GS-9 .
  • For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS 9 Program Analyst (Informatics)
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques; utilizing standard administrative practices and procedures; using automation and software systems that affect clinical practice; identifying functionality issues and proposing solutions to healthcare delivery processes; inputting, retrieving, analyzing, summarizing, and/or presenting information related to data design, collection, and management. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the graduate level.
GS-11 Program Analyst (Informatics)
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying wide range of practices, theories, and emerging information in health care delivery, health informatics, and applications; using clinical software packages; applying analytical techniques and clinical application development techniques; providing expert and professional health informatics consulting services; developing and delivering appropriate health informatics educational and training programs; effectively using data to track and manage patient care; proposing and supporting major administrative and clinical policies and directives; troubleshooting functionality issues and developing solutions to ensure quality management of clinical operations; inputting, retrieving, analyzing, summarizing, and/or presenting information related to data design, collection, and management. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the graduate level.
GS-12 Program Analyst (Informatics)
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of clinical and information systems; specialized SQL knowledge and experience; examining health information systems and problems; performing detailed analysis of technical information systems, and determining best actions for resolution; analyzing and making recommendations for ways to improve the effectiveness and efficiency of clinical and information systems in a program or support setting; analyzing data and preparing projects, papers, and staff reports; delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; analyzing and evaluating methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by administrative support functions, such as supply, budget, procurement and personnel which serve to facilitate line or program operations; providing consultation to supervisors regarding controversial findings, issues, and problems with widespread impact to health informatics.
The full performance level of this position is the GS 12.

Responsibilities:

Major Duties
  • Serves as the knowledge expert for the electronic health record and associated clinical software, and provides users and staff with consultative support and education.
  • Identifies end-user educational requirements and training needs.
  • Develops educational programs, instructional materials, and appropriate tools to educate the users and support staff.
  • Extracts, analyzes, and provides data to assess treatment impacts such as: clinical endpoints, health status outcomes and utility estimates.
  • Exercises expertise in clinical operations.
  • Identifies, proposes, formulates, and/or supports new or revised major policies and directives for clinical software packages.
  • Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems.
  • Integrates software applications for clinical services.
  • Provides for the maintenance and updating of site parameters and site specific files to ensure proper functioning of complex, interrelated, and interdependent software applications.
  • Conducts tests to analyze usability, sequencing flow, plain language, minimum key strokes, and comfort level of the user.
  • Guides the evolution of clinical software and processes using creative and well developed interpersonal skills to achieve effective communication with end users.

Promotion Potential: The full performance level of this position is GS-12. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
