The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Salt Lake City Health Care System (VASLCHCS) in the Specialty Care Service. The Program Analyst (PA) for the Specialty Care Service serves as part of the Specialty Care leadership team. Additionally, the PA serves as the manager of daily administrative functions for assigned sections within Specialty Care Service.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Extracting data, prepares and presents reports and analytical data to the team; Maintains familiarity with all specialty care sections for consult management, encountering episodes of care, unsigned and un-cosigned progress notes, and other workload reporting; Assists with Inventories of all Specialty Care Equipment Inventory Listings (EILS), researches and submits requests for new equipment/supplies as needed. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Knowledge of the management principles and processes; major issues, program goals and objectives, work processes, and administrative operations of the organization; Skill in conducting detailed analyses of complex functions and work processes; Provides hands-on training to all Specialty Care personnel on programs and processes as needed; OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Responsibilities:
Duties associated with this position include, but are not limited to the following:- Monitoring of service specific Performance Measures, Clinic Access, the Consult and Encounters processes.
- Assist in identifying clinical personnel needs Patient Satisfaction, and Patient Flow.
- Provide data for Service Strategic business Planning for sub specialties in both the inpatient and outpatient settings.
- Give advice, counsel, or instruction to employees on both work and administrative matters.
- Extensive knowledge of the complex functions of all services throughout the medical center and their relationship to the service.
- Overseeing selected portions of the patient scheduling process.
- Providing or arranging for needed development and training.
- Identify developmental and training needs of employees.
- Find ways to improve production or increase the quality of the work directed.
- Assist in identifying problem areas and provide management with solutions to correct poor work situations, and prevent potential problems, including staff shortages.
- Oversee management of multiple data elements contributing to productivity data for service leadership.
- Presents data to the service leadership in a format that is pragmatic and affects positive change.
- Collaborate with the service leaders in developing and implementing improvement processes.
- Assisting leadership by reviewing Clinical Performance Database elements.
- Research action plans and provide assistance in process improvement to those clinics that do not meet the access standards.
- Identifies gaps in data reporting and input and makes recommendations for implementation.
- Serves as Quality Assurance (QA) Specialist with the responsibility of data collection relating to the quality of work processes and progress of each section.
- Provide data to each section chief individually and prepares documented reports of findings to the various leadership or levels within VHA.
