The Community Housing and Outreach Services (CHOS) Social Work Supervisor ensures for program integrity, overseeing the utilization of Housing and Urban Development - Veteran Affairs Supported Housing (HUD-VASH) Program vouchers in their coverage area within the VA Puget Sound. The Social Work Supervisor may also supervise staff from other CHOS programs, as assigned.

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations:
Supervisory Social Worker, GS-12

Education and Experience.
One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

The full performance level of this vacancy is GS-12.

Physical Requirements: Moderate lifting and carrying (15-44 lbs.), pushing, operation of motor vehicle, ability to distinguish basic colors, and hearing (aid may be permitted). Environmental factors include working outside and inside, working closely with others, and working alone.

Responsibilities:

Clinical
  • Provides timely screening, psychosocial assessment, and diagnoses of mental disorders.
  • Develops, implements, and documents the psychosocial assessment, treatment plan, progress notes and updates, and discharge planning for provision of clinical services to Veterans.
  • Provides psychoeducation to Veterans and family members about mental health conditions and treatment methods.
  • Provides consultation to health care providers about assessment findings and treatment plans for Veterans.
  • Conducts: routine suicide risk screens; comprehensive suicide risk evaluations, and collaborative safety plans when clinically indicated; follows-up with Veterans who fail to attend appointments per local procedures; seek needed consultation with the Suicide Prevention Coordinator, Disruptive Behavior Committee, and/or CHOS Program Manager.
  • Provides consultation and supervision to social work trainees and unlicensed staff.
  • Provides leadership in identifying and addressing ethical issues that impact patients and staff. Maintains complete patient confidentiality. Analyzes ethical/care issues, applying appropriate theoretical principles and ensures application of institutional policy.
  • Provides considerate care, respecting patient/family and staff personal values and belief systems.
  • Participates in regularly scheduled clinical consultations with staff/treatment teams to ensure for quality and continuity of care, as well as individual Veteran attainment of program and treatment goals.
Administrative
  • Provides training and supervision of a multidisciplinary team. Provides administrative supervision to the team.
  • Monitors compliance of staff members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures.
  • Performs HUD-VASH voucher reconciliation and monitoring of utilization for geographic area..
  • Ensuring accuracy of staff's data collection in VA Homeless Operations Management and Evaluation System (HOMES) or other database systems as directed by the VA Central office and electronic medical charting documentation.
  • Monitor and manage electronic medical homeless consults for geographical area as assigned.
  • Participate in all accreditations and mandatory surveys. Serves as a key point of contact for the VA CHOS program among local housing authorities, Continuums of Care (COC) and community partners.
  • Participates in the hiring of new staff members for the team.
  • Achieves clinical workload expectations and oversees workload expectations of staff members.
  • A substantial portion of the workload directed by this position may be carried out at one or more locations that are physically removed from the main unit. Incumbent must, therefore, be able to supervise staff at various sites indirectly.
  • Inputs relevant information into the HOMES database and the Veteran's electronic health record within the required timelines to document, evaluate, and enhance the quality of service provided to Veterans.
  • Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
  • Monitors compliance of their team members through VA-established performance measures, electronic medical record chart reviews, review of data collection and reporting, use of supervision.
  • Serves as a steward of program resources to facilitate safe, effective, and efficient care.

Pay: Competitive salary and regular salary increases.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
