The Assistant Chief, Business Office assists the Chief with the overall leadership and managerial functions of planning, organizing, staffing, operating and budgeting for the Business Office. The incumbent develops and communicates the vision for the Business Office, expresses the values that hold the service together and guides it through significant and continual change to ensure that benefits are administered in an effective, patient focused manner.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: Makes critical decisions, ensures required personnel, budget, space and equipment are provided, and guides, coaches and influences required change; Skilled in extensive preparation of briefing materials, preparation of information to base negotiations on and up-to-date familiarity with complex subject matter; Maintains close liaison between clinical and administrative services, monitors programs, and reports service opportunities and resource requirements; Clearly explains management practices and goals to gain the support of employees and fosters a working environment that ensures a free flow of communication between supervisors and subordinates; Utilizes all available tools to maximize reimbursement to the facility, provides data and improvement solutions to administrative and clinical services.

Responsibilities:
Major duties include, but are not limited to:- Assists the Chief for marketing, business planning, external revenue generation, insurance functions, and overall health plan management in the rapidly changing present and future health care marketplace in Portland and throughout the Pacific Northwest.
- Ensuring the Standard Benefit Package is available for enrollees, and modifying processes to improve operations.
- Must be well-versed in the latest trends in managed care and reimbursement issues.
- Works closely with the Chief of the service and may interact on occasion with the facility Director, Deputy Director, and Chief of Staff.
- Assists the Chief in establishing the mission, vision, and values for the Business Office consistent with the VAPORHCS's mission, vision and values and uses these established values and visions to make critical decisions, ensure required personnel, budget, space and equipment are provided, and to guide, coach and influence the changes required to meet VAPORHCS, VISN 20, VACO, Joint Commission and VA mandates.
- Assists the Chief in development and direction of a formal orientation and employee/workforce development and training program for Business Office employees that will develop technically competent medical administration employees who support the functions of the professional staff.
- Participates in VAPORHCS's strategic planning process and assists in the development of a Business Office strategic plan that is complimentary to helping VAPORHCS meet patient care goals.
- Maintains close liaison between clinical and administrative services, monitors programs, and reports service opportunities and resource requirements to appropriate management officials.
- Participates in self-development activities to maintain and increase professional competence, and provides in-services for internal and external clinical and administrative groups related to new or changes in existing VA Health Care programs.
- Assists the Chief in the direction of several programs that perform technical and administrative work that covers two major metropolitan areas (Portland/Vancouver) and all VAPORHCS VA CBOCs or other clinics.
