This position functions as the Chief, Ambulatory Care & Processing (AC&P) division within the Medical Administration Service Line (MAS) of the Oklahoma City VA Health Care System, and is responsible for promoting organizational stewardship through the coordination of process improvement initiatives and the development and deployment of effective internal controls.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of personal computer software applications (Excel, Power Point, Word, Microsoft Office) to analyze data, present data and make recommendations; knowledge of personnel management policies and procedures to evaluate appropriateness of employee appraisals, position descriptions, performance awards, disciplinary or adverse actions, recruitment announcements and provide guidance and motivation to employees; ability to develop training materials and teaching aids to conduct formal and informal training sessions for the service line and upon request to other areas within the health care system; knowledge of space, equipment, and personnel requirements to accurately formulate efficient program planning; skill in interpersonal relations, which includes contacts with Veterans and their representatives, private health care providers, and elected officials.

Responsibilities:

Major duties and responsibilities include, but are not limited to:
  • Advise the Deputy Chief Business Officer, the Chief Business Officer, and others concerning patient processing and legal eligibility requirements for receipt of VHA health care benefits and services.
  • Analyze data generated from a variety of sources (e.g. VSSC, Pyramid, Corporate data warehouse, VISTA, Austin data files), to identify and report by section, clinic or other location implementation of significant process changes and adherence to the systems re-design principles.
  • Serve as a liaison between medical center management, service chiefs and front line employees in identifying and initiating corrective actions, such as training, to achieve improved clinic access.
  • Maintain overall administrative management for the section, to include interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to management on related issues.
  • Ensure workflow is organized and assigned among positions in a manner, which serves the needs of the section most effectively and economically.
  • Establish operating guidelines for and coordinate activities of subordinate supervisors relating to organizational structure, performance standards, work review, and reporting to higher levels of management.
  • Direct the personnel management program for the section by ensuring necessary coverage is available for all critical positions.
  • Project staffing needs, write position descriptions, develop job analyses, prepare performance plans and performance appraisals, process training requests, and pursue disciplinary and adverse actions when necessary.
  • Provide advice and guidance to section staff by interpreting policy, directives and procedures that may impact multi-service areas.
  • Provide advice to management and program personnel on budgetary and finance issues.
  • Brief management of trends, significant increases/decreases in fund control point use and or backlogs in administrative processing activities.
Work Schedule: Monday-Friday, 8:00am-4:30pm
Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process.
