Qualifications:
Basic Requirements:- United States Citizenship: Be a citizen of the United States. (Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.)
- English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
- Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a masters of social work.

Supervisory Social Worker, GS-12:
- Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
- Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
- Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).
- Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (submission of a document with written demonstration of KSAs is highly recommended with application).
- Ability to independently organize work, set priorities, and meet multiple deadlines.
- Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
- Ability to ensure provision of clinical social work services.
- Ability to provide staff training and development.
- Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

Responsibilities:
Major duties include but are not limited to the following:- The incumbent supervises a group of employees performing work at the GS 12 levels and below, including advanced practice social workers. The incumbent provides administrative, technical, and clinical supervision necessary.
- Incumbent performs administrative and program coordination with multi-objective programs consisting of treatment, training and education, ensuring that services are provided in a timely, comprehensive and coordinated manner. The incumbent will be administratively responsible for specific programs assigned to Primary Care Social Work to ensure program compliance to national and local guidelines and directives. The incumbent will provide ongoing comprehensive psychosocial services to veterans and their families who have complex medical or psychiatric problems.
- Exercises supervisory and managerial authorities, provides administrative and technical supervision necessary for accomplishing the work and/or the staff of the units. The incumbent provides clinical supervision to staff to meet state requirements for social work licensure. Incumbent initiates nondiscriminatory practices for the area under his/her supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
- The incumbent performs work related to the review, monitoring, analysis, planning and assessment within program areas in Primary Care. The incumbent is responsible for key project activities related to the planning, development, and implementation of the project component.
- The incumbent in this position is the direct clinical supervisor for Master's prepared social workers, requiring knowledge of a multiplicity of therapeutic interventions that are used with a wide variety of patients. As a supervisor, the incumbent must have a vast knowledge of the types of interventions and community resources. The incumbent will identify gaps in service delivery and unmet psychosocial needs and participate with VA and community agencies to develop resources.
- Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff in consultation with the Patient Care Supervisory Social Worker, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques.
- The incumbent is responsible for a variety of accountability practices, e.g., ensuring social work documentation are current and in compliance with accrediting bodies, that there is appropriate quality improvement practices in place and providing necessary pertinent data on the programs included in the incumbent's sphere of responsibility.
- The supervisor must possess and demonstrate skills in evaluating the demands for services in the various program areas under the incumbent's responsibility and in planning for appropriate staff distribution to ensure a balanced and effectively operating social work section.
