This position is located at the Eastern Kansas Health Care System (EKHCS) Leavenworth VA Medical Center and functions as a Journeyman Pipefitter within the Quick Response Team of the Facilities Management Service accomplishing trades and labor work and provides expert pipefitting services throughout the medical center, ensuring proper installation, maintenance, and repair of piping systems integral to facility operations.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Responsibilities:

Performs maintenance, repairs, alterations, installation, and modifications on all types of high, medium, and low-pressure piping and steam systems throughout the medical center, including exterior and interior steam and condensate return lines, heating and cooling water, hydraulic, waste and sewer lines, water, gas, and air lines, piped oxygen systems, and fire suppression systems that require the service of a journeyman level pipefitter. This work extends to the appurtenant valves, traps, strainers, regulators, pumps, terminal fixtures, controls, and equipment that support facility operations such as heating, sterilizing, cleaning, and other steam-driven processes.

Major duties include but are not limited to:

  • Plans, layout, and install various pipe sections, fittings, risers, and flexible branches at prescribed levels and inclines per mechanical drawings, sketches, specifications, building plans, blueprints, shop drawings, and on-site inspection.
  • Installs, modifies, repairs, and replaces plumbing and piping systems; locates pipes behind walls, under floors, and above ceilings.
  • Measures, cuts, threads, and bends pipes.
  • Performs all aspects of plumbing and pipefitting including clearing clogged drain lines, installing and replacing toilets, sinks, faucets, water fountains, eyewash stations, water heaters, piping systems, fixtures, backflow prevention devices, and controls.
  • Operate grinders, pipe threading machines, oxygen/acetylene torches, hand tools, electric sewer augers, fans, pumps, welders, and other trade related tools and equipment.
  • Works off ladders, scaffolds, and man lifts when needed to reach work areas.
  • Supporting FMS management, engineering technicians, and project managers as the station pipefitting/plumbing journeyman through design consultation, code consideration, and installation guideline support of plumbing and piping systems as required by the Uniform Plumbing Code, Manufacture's installation guides, industry engineering standards, and the needs of Facility Management Service.
  • Troubleshoots, diagnoses, and repairs problems with facility steam traps, heating control devices, thermostats, heating elements, radiators, convectors, and associated devices.
  • Performs shop benchwork such as prefabricating and rebuilding pressure reducing valve (PRV) stations, trap stations, pneumatic valves, steam and water coils.
  • Repairs, installs, and maintains pipe insulation on existing and newly installed or repaired pipes to include fiberglass, molded magnesium, cork, and rubber.
  • Operates hand and power tools: drain machines, Jetter's, pipe threaders, cutters, grinders, drills, flaring equipment, templates, plumb bobs, augers, pipe bending/threading tools, shop equipment.
  • Performs cutting/brazing/soldering/welding processes using gas torches, electric welding equipment (MIG/TIG/stick), and plasma cutters.
  • Performs preventive maintenance on all types of steam fixtures, piping systems, backflow preventors, and conducts scheduled inspections per manufacturer and VA recommendations.
  • Cleans, lubricates, adjusts, changes component parts, writes necessary work orders, and makes repairs as needed.
  • Maintains and services tools and equipment for safe operation and protection of self, patients, staff, and visitors.
  • Participates in mitigation of Legionella risk, including treatment and monitoring of water supply, removal of "dead legs," and control of water temperatures in accordance with VA Directive 1061.
  • Uses MS Office and other electronic systems to store/retrieve documents, activate printers, perform word processing, transmit/receive electronic mail (utilizing Outlook, Kan Vista)
  • Assists with snow removal during inclement weather.
  • Performs other related duties as assigned.
