Job Duties
This is an hourly/wage position and is limited to 1500 hours to average 29 hours per week in a 12-month period. This position does not include the state benefit package.
As a VDOT Program Management Analyst you will:
- Assists Director, Assistant Director and Programming Team with administrative tasks including data retrieval, meeting coordination, updating and tracking recurring and special request tracking spreadsheets, funding verifications and other reporting and tasks as needed.
- Serves as a business support specialist to assist with ensuring project data, schedules, and estimates are in accordance with VDOT policies; monitor project data and provide performance details to management on recurring basis.
- Assists Programming Team with information related to timely phase and project closeout and financial reconciliation of completed projects.
- Coordinate with district staff, Urban Project Coordinators and Project Managers and Fiscal Tech to confirm project information as needed.
- Act as a liaison between district staff and the Infrastructure Investment Division (IID) and Budget and Funds Management Division (BFMD) on programing
- Complete special projects and assignments as requested by leadership and perform other duties as assigned.
Minimum Qualifications
- Knowledge of the differences between allocations, obligations, and expenditures.
- Knowledge of general budgeting, finance, and accounting principles.
- Skill in journal entries, expenditures and billing, invoice development/payment.
- Ability to communicate effectively orally and in writing with diverse audiences.
- Knowledge of primary mathematical formulas including calculating percentages, data
- Skill with excel spreadsheets, formulas, and pivot tables.
Additional Considerations
- Knowledge of Programming, and/or successful completion of VDOT Program Management Curriculum.
- Skill in time management.
- Ability to multi-task and deviate often from current work tasks.
- Ability to learn new concepts and be self-motivated.
- Analytical and organizational skills.
- A combination of training, experience, or education in Accounting, Budgeting, Finance, or
- Knowledge of process engineering, workflow management, continuous performance
- Knowledge of VDOT’s financial and project data management systems, including iSYIP applications, PAM, Cardinal, etc.
