Incumbent is assigned to the Central Texas Veterans Health Care System (CTVHCS) of VISN17, Heart of Texas Health Care Network. Incumbent serves as a Painter for Maintenance & Repair Section, Engineering Service. The purpose of the position is to perform as a Painter, applying coating materials on wood, metal, glass, synthetic, concrete, and other surfaces.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Interpret Instructions, Specifications (includes blueprint reading)
  • Materials
  • Technical Practices
  • Use and Maintain Tools and Equipment
  • Without more than normal supervision


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Responsibilities:

Major duties include, but are not limited to:
  • Incumbent either independently or as a team member, applies coating materials such as paint, varnish, lacquer, epoxy resin, and vinyl to interior and exterior surfaces using any of the accepted methods of the trade, including special preparation and finishing techniques such as marbling, mottling, etc. Incumbent uses spray guns and spraying equipment for flat areas such as walls and ceilings by first spraying, priming, or spray treating with special pre-coating agents, and then spraying finish coating with multicolored coating materials and mixtures which cannot be brushed or roller applied. Also, spray coats shelving, lockers, radiators, pipes, equipment, and some furniture, and applies primers, pre-coating agents, and finish coatings to smaller areas, doors, windows, trim, etc.
  • Incumbent prepares surfaces by scraping, filling, shaping, leveling with metal and synthetic resins, plastics, and patching compounds; smoking with pumice, rottenstone, and abrasive compounds; and evening out dents and scars by burning-in process. Mixes and applies pre-coating such as catalyzed epoxy, clean and pigmented, which are varied and complex in use and application. Incumbent finishes sheetrock. Incumbent installs vinyl wall covering where required.
  • Familiarizes self with how job activities impact VA's goal to implement sound stewardship practices that are protective of the air, water, land, and other natural and cultural resources. This may include activities associated with proper storage, handling and disposal and/or recycling of chemicals and wastes associated with their trades. In accordance with the goals of the VA GEMS program, seeks to cost-effectively meet or exceed compliance with applicable Federal, state and local environmental public health and resource protection laws, regulations, and VA requirements

Work Schedule: Monday - Friday; 7:30am - 4:00pm

Physical Requirements: Incumbent must be able to lift and carry 50 pounds such as ladders and supplies. This position requires a great deal of sitting, standing, walking, climbing, kneeling, bending, stooping, reaching, and extending. incumbent works independently and as part of a team in conjunction with other disciplines.
