Role Summary:
Seeking a senior Subject Matter Expert to guide SNAP Electronic Benefits Transfer (EBT) planning, re-procurement, federal approval, vendor evaluation, implementation, and system acceptance. The consultant will work with State stakeholders, USDA Food and Nutrition Service (FNS), procurement teams, technical teams, and the selected EBT processor.
Core Responsibilities:
- Review and refine the SNAP EBT RFP for federal compliance and complete business, functional, technical, security, and operational requirements.
- Develop proposal evaluation criteria, scoring methodology, evaluator tools, training, and award-support documentation.
- Prepare Implementation Advanced Planning Documents and updates in accordance with FNS Handbook 901 and USDA/FNS requirements.
- Build and manage the project schedule, milestones, dependencies, deliverables, risks, mitigation plans, and implementation-readiness activities.
- Lead test planning and coordination across integration, performance, end-to-end, regression, fail-safe, User Acceptance, and System Acceptance testing.
- Define acceptance and Go/No-Go criteria, contingency and rollback plans, evaluate results, and prepare required USDA/FNS submissions.
Required Skills & Experience:
- Deep subject-matter expertise in SNAP EBT programs, operations, and processor environments.
- Experience with a State SNAP EBT procurement, re-procurement, implementation, transition, or modernization initiative.
- Strong knowledge of USDA/FNS regulations, approval processes, FNS Handbook 901, applicable Quest operating rules, and federal SNAP EBT requirements.
- Demonstrated experience developing government RFP requirements and evaluating technical and cost proposals.
- Hands-on experience preparing IAPDs and IAPDUs, including project plans, schedules, budgets, cost allocation, security, training, capacity, and resource requirements.
- Proven leadership of large-scale testing, including test strategy, plans, cases, scripts, defect management, UAT, and SAT.
- Strong project planning, risk management, stakeholder coordination, facilitation, training, and executive-level communication skills.
- Ability to translate program policy into clear business, functional, technical, operational, and acceptance requirements.
Highly Preferred
- Direct experience working with USDA/FNS on SNAP technology programs.
- Prior State Health and Human Services or Department of Social Services consulting experience.
- EBT processor implementation or transition experience.
- Experience defining Go/No-Go criteria, cutover plans, contingency plans, and legacy-system rollback strategies.
- Experience training proposal evaluators and State testing teams.
