Senior Project Manager

The Capital Delivery Project Manager is a full-time, remote role accountable for the end-to-end delivery of utility capital projects — transmission and distribution lines, substations, hydroelectric and water infrastructure, and related civil works — from front-end planning through energization, closeout, and asset turnover.

This is a cost-and-schedule accountable position. The Capital Delivery Project Manager owns the project baseline: developing the scope, estimate, and CPM schedule; managing the approved capital budget and forecast; controlling change; and reporting performance against baseline to both USC leadership and the client. The role serves as the single point of accountability to the utility client through the full capital lifecycle, coordinating field crews, subcontractors, suppliers, and internal engineering to deliver work safely, on schedule, and within the sanctioned budget.

Capital planning and project setup

• Lead front-end planning and scope definition; support estimating and proposal development for capital work.
• Establish the baseline scope, cost, and CPM schedule; define WBS, cost codes, and reporting structure at project initiation.
• Manage projects through the client's stage-gate or sanctioning process, including funding requests, budget authorizations, and capital release documentation.

Cost and schedule control

• Own the capital budget: monthly forecasting, cash flow projection, contingency management, and variance analysis against baseline.
• Track progress and productivity using earned value or equivalent methods; identify trends early and drive corrective action.
• Maintain and status the CPM schedule (Primavera P6 or MS Project), including resource loading, critical path analysis, and float management.
• Administer change: identify, price, document, and negotiate change orders and claims; protect margin without damaging the client relationship.

Execution and field delivery

• Coordinate construction execution with superintendents and field leadership across distributed job sites.
• Manage subcontractors and suppliers, including scope development, buyout, contract administration, and performance oversight.
• Drive procurement and expediting of long-lead capital equipment (transformers, breakers, structures, conductor, switchgear) and align material delivery to the construction sequence.
• Coordinate outages, clearances, switching, and energization windows with the utility client's system operations.
• Approve inspection and test plans; oversee quality assurance, punch list resolution, commissioning, and as-built documentation.

Compliance, safety, and closeout

• Champion USC's 100% safety-focused culture; support job hazard analysis, pre-task planning, and incident review.
• Manage permitting, environmental compliance, right-of-way and easement coordination, and applicable regulatory and utility standard requirements.
• Execute project closeout: final billing, retainage release, lien resolution, asset unitization and capitalization support, warranty turnover, and lessons learned.

Leadership and stakeholder management

• Mentor project engineers, coordinators, and junior project managers; build repeatable capital delivery practices across the portfolio.
• Prepare and present monthly project status reporting to USC executives and client capital program leadership.
• Maintain and grow client relationships that lead to follow-on capital work.

• Bachelor's degree in engineering, construction management, business, or a related field — or equivalent practical experience.
• 7 years managing capital construction projects, with direct experience in electric utility transmission, distribution, substation, or heavy civil/hydro infrastructure.
• Demonstrated ownership of project cost and schedule performance on capital projects, including budget management, forecasting, and variance reporting.
• Proficiency in CPM scheduling (Primavera P6 and/or MS Project), including baseline development, statusing, and critical path analysis.
• Experience with construction contract administration across lump sum, unit price, and time-and-materials structures, including change order and claims management.
• Working knowledge of utility construction standards, permitting, environmental compliance, and right-of-way/easement processes.
• Demonstrated commitment to safety and risk management in energized utility or heavy construction environments; working familiarity with OSHA 1910.269 and applicable utility safety requirements.
• Strong communication, negotiation, and stakeholder management skills, with the ability to lead cross-functional teams remotely.
• Ability to manage multiple concurrent projects independently and travel to project sites as needs require (approximately 25–40%).

• PMP, CCM, or equivalent project management certification; PE licensure a plus.
• Experience delivering work inside an investor-owned utility, cooperative, or municipal capital program, including familiarity with contractor prequalification and client capital governance.
• Experience with earned value management and formal project controls on capital portfolios.
• Familiarity with procurement and expediting of long-lead electrical equipment and utility material supply chains.
• Experience with commissioning, energization, and asset turnover on substation or line projects.
• Proficiency with project management, cost reporting, and document control platforms.
