About the Role
Utility Partners of America (UPA) — headquartered in Greer, SC — is hiring a Field Safety Manager for our Line & Lighting Division. You will lead safety across overhead and underground line construction, streetlight and roadway lighting installation, and related electric utility work throughout the Carolinas. This is a hands-on, field-based role with real stop-work authority. Reports to the Senior Director of Safety.
What You'll Do
- Lead field safety across line and lighting operations — overhead and underground distribution, streetlight and roadway lighting, pole setting, framing, stringing, and energized work.
- Enforce OSHA 29 CFR 1910.269 (electric power generation, transmission, and distribution) and 29 CFR 1926 Subpart V; verify Minimum Approach Distances (MAD), cover-up, grounding, and hot-line tool use.
- Oversee arc flash risk assessment and PPE selection; ensure FR/AR clothing, rubber gloves and sleeves (Class 0–4), and voltage-rated tools are inspected and used correctly.
- Audit aerial lift, bucket truck, digger derrick, and boom operations; enforce fall protection at elevation, insulated aerial device testing, and 100% tie-off requirements.
- Manage traffic control and work-zone safety per MUTCD; coordinate flagging, lane closures, and public/pedestrian protection for street and roadway lighting work.
- Lead incident and SIF response, root cause analysis, and After Incident Review (AIR) with corrective actions; investigate contacts, flash events, and near misses.
- Deliver training: OSHA 10/30, CPR/AED, first aid for electrical injuries and pole-top rescue, LOTO, confined space (vaults/manholes), excavation, DOT HOS, defensive driving.
- Facilitate tailboards, JHAs, toolbox talks, and stand-downs; enforce driving policies and Samsara telematics review.
- Maintain records; support internal, client, utility, and ISNetworld/Avetta/Veriforce audits; report division TRIR, DART, TCIR, and training compliance monthly.
Required Qualifications
- 5 years safety experience in electric utility line construction, overhead/underground distribution, or roadway lighting; 2 years field-based leadership.
- Must consent to a drug test, background check and motor vehicle records check
- Working knowledge of OSHA 29 CFR 1910.269, 29 CFR 1926 Subpart V, NESC, MUTCD, and NC/SC state requirements.
- OSHA 500 or 510 Construction Outreach Trainer (or obtain within 6 months).
- CHST or OHST certification.
- Experience with arc flash analysis, MAD enforcement, LOTO on energized systems, and aerial lift/bucket truck operations.
- Experience leading incident investigations and root cause analysis; ATSSA/MUTCD Traffic Control Supervisor a plus.
- Valid driver's license for 3 years with acceptable MVR; proficiency with MS Office and safety/telematics/inventory systems.
Preferred
Bachelor's in occupational safety, Construction Management, or related; former line worker or line foreman background; NFPA 70E qualified; pole-top and bucket rescue instructor; CPR/First Aid/AED instructor.
Physical Requirements
Outdoor work in varying weather; walk uneven ground and roadside work zones; ability to observe and access aerial work at elevation; lift up to 50 lbs; wear required PPE including FR/AR clothing, hard hat, safety glasses, hi-vis, rubber-insulating gloves/sleeves as observer, and safety-toe footwear; regular regional driving with occasional overnight travel.
