Position Summary

The Clinical Manager is responsible for overseeing the day-to-day operational activities of the clinical area within the outpatient clinic at Utah Navajo Health System, Inc. (UNHS). This position provides leadership, planning, coordination, and oversight of clinical operations while ensuring the delivery of high-quality, cost-effective, and patient-centered care in compliance with all regulatory requirements.


The Clinical Manager works closely with physician practice leads, providers, and administrative leadership to optimize clinic performance, staff engagement, and patient outcomes.

Essential Duties and Responsibilities

1. Clinical Operations & Leadership

  • Manage daily operations of the outpatient medical practice, including coordination with providers, clinical staff, and front office teams.
  • Provide direction and leadership to clinical staff while maintaining strong collaboration with front desk management.
  • Monitor clinic workflows, patient flow, and scheduling to ensure efficient operations.

2. Staff Management & Development

  • Recruit, onboard, train, supervise, and evaluate clinical staff performance.
  • Establish performance expectations, competencies, and accountability standards.
  • Provide regular feedback, coaching, and development opportunities to staff.
  • Foster a positive, high-performing, and patient-centered work environment.

3. Budgeting & Resource Management

  • Manage operational budgets, capital equipment planning, and clinic expenses.
  • Monitor financial performance and implement cost-control measures.
  • Oversee supply ordering, inventory management, and payroll coordination with HR.

4. Compliance & Accreditation

  • Ensure compliance with regulatory agencies including HRSA, CMS, Joint Commission (JC), and applicable state and federal programs.
  • Conduct audits, training, and reviews to maintain compliance.
  • Collaborate with the Accreditation Specialist team to support compliance initiatives.

5. Clinical Quality & Patient Experience

  • Promote high-quality, patient-centered care and ensure compliance with clinical standards.
  • Monitor patient satisfaction data and lead service recovery efforts.
  • Coach staff to improve patient experience and maintain a professional environment.

6. Care Coordination & Provider Support

  • Collaborate with providers to optimize efficiency and resolve clinical or operational issues.
  • Coordinate provider schedules and patient appointments.
  • Support referral processes and care coordination efforts.

7. Infection Control & Safety

  • Direct and oversee infection control policies and procedures.
  • Ensure adherence to safety standards and regulatory requirements.

8. Facility & Equipment Management

  • Identify facility maintenance and equipment needs and coordinate repairs.
  • Work closely with maintenance teams to ensure a safe and functional environment.

9. Data, Reporting & Performance Monitoring

  • Monitor operational performance, quality metrics (e.g., UDS goals), and clinic outcomes.
  • Report operational issues, trends, and recommendations to executive leadership.
  • Identify and escalate critical issues requiring executive attention.

10. Meetings & Communication

  • Conduct regular staff meetings and training sessions.
  • Participate in leadership, departmental, and organizational meetings.
  • Communicate updates, policies, and expectations to staff effectively.

11. Additional Responsibilities

  • Maintain HIPAA compliance and patient confidentiality.
  • Support communication between clinical and front office staff.
  • Assist patients and address concerns to maintain a positive clinic environment.
  • Perform other duties and special projects as assigned by UNHS leadership.

  • Proficiency in Google Suite and general computer applications.
  • Ability to learn and use UNHS EMR systems (e.g., Athena).

Requirements

 

Qualifications

Required

  • Must be a licensed Physician Assistant (PA), Registered Nurse (RN) or Advanced Practice Registered Nurse (APRN) with an active and unrestricted license.
  • Minimum of 5 years of clinical experience, with supervisory or leadership experience.
  • Strong knowledge of clinical operations, patient care standards, and regulatory requirements.
  • Experience working in a healthcare clinic or outpatient setting.

Preferred

  • Bachelor’s degree in Healthcare Administration, or related field.
  • Experience in Federally Qualified Health Centers (FQHCs), tribal health systems, or rural healthcare environments.
  • Experience with quality improvement programs and accreditation standards.

 

Licensure / Certification Requirements

  • Active PA, RN, or APRN license required.
  • Current CPR certification required.

  • Maintain professional conduct appropriate to a healthcare organization.
  • Maintain strict confidentiality of patient and organizational information in compliance with HIPAA and UNHS policies.
  • Work cooperatively with all staff and departments.
  • Follow the established chain of command for communication and issue resolution.
  • Refrain from releasing any private UNHS information without proper authorization.
  • Perform all duties reasonably related to the position as assigned.
