Description:

The Financial Analyst provides high-level quantitative analysis to support UIPA’s strategic and operational goals. This role focuses on Financial Planning & Analysis (FP&A), budget variance analysis, revenue forecasting, applications for uses of tax increment, Authority Infrastructure Loan Bank underwriting, and complex economic modeling for port project areas. The Analyst interprets complex data sets to provide actionable insights into fiscal performance, ensuring resources maximize long-term economic benefits for the State of Utah.


II. ESSENTIAL FUNCTIONS

Budgetary Planning & Analysis:

  • Assists with annual budget preparation and budget-to-actual variance analysis for both general operations and project area tax increment.

Economic & Financial Modeling:

  • Develops and runs sophisticated financial models to forecast tax increment generation.
  • Evaluates infrastructure projects costs to assist in the "But-For" analysis to ensure effective use of public funds.
  • Prepares formal estimates and revenue projections for parties benefiting from tax increment use, bond financing, and statutory requirements.
  • Prepares or reviews the financial calculations related to authorized "cap" for tax increment use.
  • Assists in the development and maintenance of a cost analysis as needed for the organization.

Reporting, Data Visualization, & Dashboards:

  • Assists in the design and maintenance of financial dashboards for Executive Leadership and the Board, translating complex fiscal data into clear visual narratives.
  • Conducts comparative analysis of actual tax increment received versus original forecasts, historical receipts and expenditures for project area budgets.
  • Contributes to the data governance and integration of tax increment information into a centralized data warehouse.

AIB & Tax Differential Loan Underwriting:

  • Perform comprehensive credit analysis and financial due diligence on all Authority Infrastructure Bank (AIB) and tax increment loan applicants in accordance with UIPA policies and procedures.

Tax Increment & Public Infrastructure District (PID) Uses Review:

  • Analyzes use of tax increment and PID applications and provides data-driven recommendations to the Finance Director and CFO.
  • Compiles comprehensive reports and analytical documentation for internal and external stakeholders regarding tax increment utilization and PID applications.

The following competencies represent the specialized knowledge and behaviors required for success in this role, including specific skills and behavioral traits.

  • Quantitative Reasoning: Mastery of mathematical and statistical methods to identify patterns and project future financial outcomes.
  • Advanced Fiscal Modeling: Expertise in building dynamic Net Present Value (NPV) and Discounted Cash Flow (DCF) models.
  • Technical Proficiency: Expert-level Excel skills (Power Query, Pivot Tables, Macro-enabled modeling) and experience with visualization tools.
  • Information Ordering: Ability to arrange complex data points into a logical structure for non-financial stakeholders.
  • Deductive Reasoning: Applying general financial principles to specific project scenarios to identify fiscal risks.
  • Economic Impact Analysis: Ability to conduct "But-For" tests and quantitative gap analysis to determine project feasibility.
Requirements:

IV. MINIMUM QUALIFICATIONS

  • Education: Bachelor’s degree in Finance, Accounting, Mathematics, Statistics, Economics, or a related quantitative field.
  • Experience: 3–5 years of professional experience in financial analysis, corporate FP&A, or data science/BI analysis. Experience in public sector finance or infrastructure development is preferred.
  • Technical Skills: Advanced proficiency in financial modeling and long-range forecasting is required, along with the technical ability to analyze and visualize large datasets to support complex project assessments.

V. PHYSICAL DEMANDS & WORKING CONDITIONS

  • Environment: Professional office environment; hybrid-work eligible per the UIPA Remote Work Agreement.
  • Physical: Primarily sedentary work; manual dexterity required for high-volume data modeling and computer operation.
  • Vision: Near vision required for the prolonged review of fine details in financial spreadsheets, legal contracts, and data dashboards.
  • Communication: Must be able to explain complex financial "why" and "how" to directors and managers who may not have a finance background.

VI. APPOINTMENT STATUS

  • At-Will Notice: In accordance with BP-11 Section VII, this is a Career Service Exempt position. Employment is "at-will," and the incumbent serves at the pleasure of the Executive Director.
  • Social Security Exemption: UIPA is a Social Security Exempt employer. In lieu of Social Security contributions, UIPA provides a 401(k) matching program through the Utah Retirement Systems (URS).

Pay: $32.88- $36.10 per hour (DOE)
