About Our Directorate:

The Network Operations directorate audits the Postal Service's processing, transportation, and delivery operations. Our mission is to deliver independent audits and evaluations of the Postal Service's processing, transportation, and delivery operations, ensuring transparency, accountability, and the safeguarding of postal programs against fraud, waste, and abuse.


About the Position:

The Network Operations directorate has an exciting opportunity to join a newly formed fraud analytics and monitoring team. As the Auditor (Data Analytics), you will serve as senior member providing expert level advice in the area of data analysis in support of an audit team conducting systematic performance reviews and audits of Postal Service programs and operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse. You will support audit efforts to address complex issues and fraud by fostering cross-component collaboration and develop the framework for actionable reporting, escalating issues, and providing findings and recommendations for the Postal Service. You will apply a wide range of auditing concepts, policies, analytical, and diagnostic methods and techniques to address substantive issues or problems.


As a successful candidate, you will have relevant experience in:


  • Performing all assigned functions of an audit, with supervisory oversight in accordance with OIG policies and Generally Accepted Government Auditing Standards.
  • Querying and analyzing USPS and 3rd party data sets using appropriate techniques to identify trends, risks significance, and appropriate solutions for complex issues that involve major areas of uncertainty in approach, methodology, or interpretation.
  • Designing, developing, synthesizing, and displaying quantitative data using interactive reports, dashboards, and visualizations in support of audits. (e.g., Excel, SAS, Power BI, R, Python, etc.).
  • Executing data collection efforts, ensuring that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers.
  • Reviewing and interpreting complex documents such as financial documents, policies, standard operating procedures, and contracts to determine accuracy in accordance with procedures, internal directives, and regulatory requirements.
  • Using critical thinking, data analytics, and applied logic to interpret data, identify risks, evaluate strengths and weaknesses of alternative solutions, develop novel approaches to problems, and reach insightful conclusions.
  • Developing well-supported findings and appropriate recommendations that are cost-effective and actionable.
  • Producing audit documentation such as internal reviews, reports and message agreements, as well as audit reports and other documents that are clear, accurate, thorough, and appropriately targeted to the appropriate audience.
  • Performing lead duties as assigned, coordinating the activities of an audit area including establishing and monitoring milestones, and mentoring junior staff.
  • Conducting follow-up reviews of management actions taken to correct identified deficiencies.


Compensation:

The USPS OIG is an Excepted Service agency, uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.


This position is being advertised at the Journey Band level, equivalent to a GS-13. The salary range for this position is $118.00 - $158,322.00. The salary figures include locality pay. For locality table specifics, visit: OPM's General Schedule (GS).


Position Minimum Qualifications

You must meet all the minimum qualifications listed below


Professional Experience Requirement:


  • At least three (3) years of professional, full-time experience conducting program and/or performance audits in accordance with Generally Accepted Government Auditing Standards at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations (your resume must reflect where, when, and how you gained this experience.)


Education Requirement:


  • Degree in auditing or in a related field (see below list for related field degree list) such as business administration, public administration, or technically related (must submit transcripts from an accredited college or university.)


OR


  • A combination of education and experience - at least four (4) years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • Certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours (must submit transcripts from an accredited college or university.)


Desirable Qualifications


  • Advanced degree.
  • Certifications such as Certified Fraud Examiner (CFE), Certified Anti-Fraud Specialist (CAFS), Fraud Investigator Certificate (FIC).
  • Experience in forensic accounting or fraud examination.
  • Experience with using techniques from a range of disciplines, including computer programming, mathematics, and statistics, to draw conclusions from data to describe, visualize, predict, and improve performance. Use of software such as ACL, R, SAS, SPSS, Python, SQL, and Power BI is desired.

  • Comprehensive knowledge of theories, practices, methods, and techniques of developing an auditing plan and conducting and leading assignments under Generally Accepted Government Auditing Standards that involves interfaces and inter-relationships between and among programs, functions, policies, and various issues.
  • Expert knowledge of advanced data analytics theories, principles, concepts, methods, and techniques sufficient to conduct complex analyses using a variety of tools and languages for research and data analysis i.e., (SAS, Esri, SQL, Python, R, etc.).
  • Ability to use computers, auditing, statistical and business intelligence software packages such as eCase, TeamMate, ACL, Power BI, or standard MS Office products at a level sufficient to identify and utilize appropriate techniques to plan and track audits; analyze, interpret, and communicate complex data results; and present findings.
  • Ability to independently determine findings and make audit recommendations for unprecedented, complex issues and problems and complete projects on time.
  • Ability to write communications that convey concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing.
  • Ability to communicate verbally and deliver presentations to convey information and issues of a complex nature, incorporating information obtained through research.
