About the Position:

As the Audit Manager (Data Analytics), you will supervise staff conducting audits and reviews using advanced data analytics and methodologies to assess compliance with laws, regulations, policies, and contracts. You will evaluate internal controls and identify fraud, waste, and abuse. You will also provide expert advice and lead data analysis, modeling, business intelligence, and reporting activities for audit research, planning, and reporting.


You will act as the authoritative resource for data mining and analytics in audits. As manager of the data analytics function, you'll address complex problems involving interrelated programs, systems, and policies.


Responsibilities include developing and maintaining data mining and predictive analytics tools that address significant business challenges for the OIG and the Postal Service. Successful candidates will have experience in:

  • Providing authoritative advisory services on complex data analytics and methodologies in audits and operations.
  • Developing data analytic strategies and practices where no policy exists.
  • Scheduling projects and staff assignments to meet organizational needs.
  • Developing and communicating audit frameworks to ensure adequate research, data analysis, and fieldwork provide reliable evidence for each project.
  • Directing audit projects by scheduling assignments and ensuring professional standards in planning, execution, and reporting, per OIG policies and government auditing standards.
  • Presenting oral briefings to management and performing research on audit techniques.


About Our Directorates:


The Contracts & Supply Management directorate oversees major Postal Service contracting efforts to determine if costs are being effectively and efficiently controlled by current purchasing policies, initiatives, and practices. To that end, the directorate issues audit reports about contracting, purchasing, and supply management programs. The mission of Supply Management is to provide, innovative, efficient, and sustainable supply chain and material management solutions with our business partners, suppliers, and stakeholders in supporting the mission and business needs of the Postal Service.


The Sales, Marketing & International directorate conducts various types of audits and evaluations by reviewing data collection systems, operations, and services related to sales and customer relations, marketing, product innovation, global business, mail entry and payment technology, and corporate communications issues. We also audit the management and operations of international mail.

Compensation: The USPS OIG is an Excepted Service agency, uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.


This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $146,765.00 - $188,842.00. The salary figures include locality pay. For locality table specifics, visit: OPM's General Schedule (GS).


Position Minimum Qualification Requirements

You must meet all the minimum qualifications listed below.


Professional Experience Requirement:

  • Four (4) or more years of full-time experience in leading complex, multi-location (organization-wide) audits, evaluations, assessments, and/or reviews at an Office of Inspector General or similar audit organization. (Your resume must reflect where, when, and how you gained this experience)


Education Requirement:

  • Degree in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university.)


Desirable Qualifications

  • Knowledge of Postal Service operations, activities, and performance.
  • Advanced degree in analytics, accounting, finance, economics, business, law, public administration, public policy, or a related field.
  • Intellectual curiosity and experience in imagining strategic solutions to complex problems.
  • Detail-oriented and ability to meet tight deadlines.
  • Proficient report writing and editing skills.
  • In-depth knowledge of Generally Accepted Government Auditing Standards.
  • Proficiency in data analytics tools such as R, ACL, Python, or similar platforms, with a strong ability to apply programming skills for advanced data analysis and visualization to enhance audit processes and decision-making.
  • Professional certification(s), i.e. CPA, CIA, Certified Fraud Examiner, etc.

  • Mastery of a professional knowledge of the theories, practices, methods, and techniques of auditing sufficient to plan, conduct, and lead difficult assignments involving inter-relationships between and among programs, functions, policies, and various issues, as well as overseeing and participating in the development of audit policy guidance.
  • Knowledge of the organization of the Office of the Inspector General, its mission, program objectives and operations, and the relationship of audit functions with agency management functions.
  • Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and, identifying developmental and training needs.
  • Skill in defining problems, analyzing alternatives, and recommending solutions to complex problems or issues, specifically using data mining and/or data analytics. The employee makes decisions that involve major uncertainties regarding the most effective approach or methodology to be applied. These changes typically result from continuing changes in customer business requirements or rapidly evolving technology in the specialty areas. The employee develops new standards, methods, and techniques; evaluates the impact of technological change; and/or conceives of solutions to highly complex technical issues. The work frequently involves integrating the activities of multiple specialty areas.
  • Ability to express and present ideas clearly and concisely, both orally and in writing.
