Duties

  • As an Education Services Specialist, you will:
  • Evaluate existing operations in the Student Testing Program (STP) to makes recommendations for improvement.
  • Deliver comprehensive briefings to providing critical updates on testing milestones, subcommittee activities, and program participation rates.
  • Synchronize promotional initiatives with neighboring Military Entrance Processing Centers (MEPS) to optimized marketing outcomes across state and regional sectors.
  • Maintain business relationships with members of the education community to publicize and gain support for the program.
  • Initiative institutional growth of the Student Testing Program (STP) by securing commitments from nonparticipating schools.
  • Provide interpretation of test results to testing program participants (i.e., students, parents, school officials and members of the education community.
  • Provide briefings to testing program participants (i.e., recruiters, school counselors, and educators) on all matters related to the Armed Services Vocational Aptitude Battery (ASVAB) test.

  • This position may require you to work an occasional Saturday and/or shift work.
  • This position will routinely require you to work unscheduled overtime to accommodate fluctuations in workload based on the daily mission requirements.
  • Position requires extensive temporary duty (TDY) travel within the MEPS area of responsibility. Employees may be required to perform occasional overnight travel as assigned. This travel may include temporary duty lasting 1-4 days.
  • Duties take place in public and private schools, and incumbent must be eligible to conduct work in schools.

Basic Requirement:

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:

Specialized Experience:
To qualify based on your work experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Coordinating activities for educational programs or student services; Providing oversight of standardized testing or assessment programs within assigned organization; Developing partnerships with the education community (i.e., school districts, colleges, universities, workforce agencies, or community organizations) to promote programs; Delivering educational briefings to provide information on education programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Some Federal Jobs Allow You To Substitute Your Education For The Required Experience In Order To Qualify. For This Job, You May Qualify If Your Education Meets The Definitions Below:

Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a Ph.D. degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Adult Education, or Adult Educational Counseling. (You must provide a copy of your transcripts with your application package).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts with your application package).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
