Specialized Experience Requirement
For the GS-0301-12 position: You must have one year of specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is defined as one or more of the following:
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

- Serves as the primary resource for assessing needs and developing plans to meet the administrative and operational requirements of the unit.
- Serves as central point of contact for information on a variety of administrative functions, procedures and requirements on the unit.
- Determines the impact of new guidance and procedures provided by the Regional Office.
- Identifies key issues and develops operating procedures and guidance pertaining to administrative management operating practices.
- Advises management staff of the potential consequences of proposed actions and provides guidance and recommendations for making decisions.
- Serves as advisor to unit leadership team and staff in support of the administration of the unit budget.
- Meets regularly with unit staff to discuss status of their projects, to identify issues affecting the operation of the activity, and to provide an opportunity for exchange of relevant information.
- Serves as point of contact for human resource matters.
- Participates in the unit’s strategic planning process and development of long-range plans.
- Provides general guidance and answers to inquiries concerning the application of administrative regulations, legislative acts and policies received from Regional and/or Washington Office to ensure compliance with unit priorities.
- Performs supervisory duties at least 25% of the time.
Conditions of employment
