Specialized Experience Requirement:
For the GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as meeting ONE (1) or more of the following:
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

- Provided expert counsel to higher organizational levels concerning regional or state-wide program issues and their current and anticipated effects;
- Exercised direct program responsibilities that included regional or state-wide program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; and/or
- Developed and sustained relationships with external partners, members of the public, state or federal agencies, and tribal governments, to anticipate and resolve conflicts and issues.
