Duties:

  • Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, fee basis, outpatient care, dental treatment, prosthetic appliances, patient transfer, beneficiary travel and burial benefits.
  • Coordinates the resolution of medical-legal problems concerning the medical center.
  • Ensures that appropriate legal, regulatory and policy requirements relating to the care and treatment of patients to achieve optimum use of available resources.
  • Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
  • Provides orientation and situational technical advice to physicians regarding VA policies and procedures. Assists medical center staff with medically related legal problems, including involuntary commitment, orders of protective custody, and management of unruly or severely disturbed patients.
  • Performs for administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than normal working hours, promotes harmonious working relationship among patients, public, and staff.
  • Directly intervenes when problems' regarding patient activity occurs, advising clinical staff of appropriate administrative action.
  • Observes, evaluates, and coordinates administrative activities.
  • Coordinates non-routine contacts received at the medical center after regular operating hours.
  • Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, Law Enforcement officials, representative from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public.
  • Oversees determination of applicants' eligibility, obtaining income and insurance information for appropriate non-service connected applicants, counseling non-service connected veterans to determine ability to defray costs of medical care elsewhere.
  • Maintain good public and media relations.
  • Guides all Medical Administration Service (MAS) personnel assigned to other than normal tours of duty, such as medical clerks, file room personnel, admitting and clinic clerks, and serves as an advisory resource.
Work Schedule: Rotating 10 hour shifts, Sunday through Saturday, subject to change based on facility needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment

Specialized Experience GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Provides a full range of administrative support to an executive team that includes tracking, following up on actions, composing and typing confidential correspondence, monitor a data base
  • Operates independently.
  • Makes arrangements for meeting and conferences.
  • Establishes and maintains files.
  • Maintains office supplies.
  • Reads incoming correspondence, reviews outgoing correspondence for proper formats and accuracy and screens calls.
  • Schedules appointments.
There is no educational substitution for the GS-07 level.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work requires much walking through the medical renter occasionally the requirement to lift objects such as suitcases, clothing, or office supplies to Include paper.

Education

Education is not applicable for this GS-7 grade level.

Additional information

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
