Summary

The Office of Inspector General (OIG) defines the oversight authority, responsibilities, and guidance regarding activities of the OIG at NSA and conducts oversight of the NSA mission. Within the OIG, the Audit branch performs independent audits and related reviews of Agency programs and operations in accordance with government auditing standards, designed to ensure compliance with applicable laws, regulations, and standards and to improve the Agency's efficiency and effectiveness.

Duties

The Office of the Inspector General (OIG) at NSA conducts independent oversight that promotes wise use of public resources; adherence to laws, rules, and regulations; and respect for Constitutional rights. The OIG also detects and deters waste, fraud, abuse, and misconduct, and promotes economy, efficiency, and effectiveness in the administration of NSA's programs and operations worldwide. Through our value-added, transparent, and independent audits, inspections and investigations, we strive to positively impact the Agency.

We conduct independent audits and related reviews of NSA/CSS programs and operations in accordance with government auditing standards, designed to assess compliance with applicable laws, regulations, and standards and to improve the NSA/CSS's efficiency and effectiveness. In addition, we oversee the annual financial statement audit.

The NSA/CSS OIG is in search of auditors who have experience in activities involving oversight. Selected auditors will conduct oversight of NSA/CSS's financial records and statements, NSA/CSS program performance, or information technology and cybersecurity.

Applicant duties may include:

  • Perform audit procedures applying analytical and business skills.
  • Contribute to research, planning and testing activities.
  • Understand and document agency business process and associated controls.
  • Researching applicable laws, directives, regulations, manuals, prior studies, and audit reports to gain knowledge and understanding of areas being audited.
  • Assisting audit leadership in conducting entrance and exit conferences with audit stakeholders to explain audit objectives and conclusions.
  • Holding discussions with audit stakeholders to explain audit objectives and audit results and to obtain positions on audit conclusions and supporting data.
  • Independently executing segments of an audit guide or other related audit segments as directed by the Auditor-in-Charge.
  • Conducting technical testing as necessary to identify potential threats and vulnerabilities.
  • Independently preparing, organizing, and completing comprehensive workpaper files that include complete summaries of evidentiary data to support audit conclusions relevant to audit objectives.
  • Preparing outline of potential audit findings to include condition, cause, effect, criteria, and recommendations relevant to audit objectives.
  • Assisting the Auditor-in-Charge in writing segments of draft and final reports and developing findings and recommendations.
  • Maintaining security and accountability of classified information.

Desired applicant will be able to demonstrate excellent verbal and written communication skills as well as critical thinking skills. Applicant has the ability to apply government auditing standards, discern key issues, and draw appropriate conclusions.

Work at this level involves independently performing the full range of non-supervisory duties assigned to the employee. Employees at this level have successfully completed required entry-level training or developmental activities, either within the employing organization or prior to joining the organization. Employees at this work level have a full understanding of the technical or specialty field, independently handle situations or assignments with minimal day-to-day instruction or supervision, and receive general guidance and direction on new projects or assignments. Within established priorities and deadlines, full performance employees exercise independent judgment in selecting and applying appropriate work methods, procedures, techniques, and practices in accomplishing their duties and responsibilities. Actions at this level may have impact beyond the work unit and, as a result, employees at this level typically collaborate internally and externally with their peers.

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position.

Degree must be in Business, Accounting, Information Technology, or a related field (for example, Finance, Economics, Management, Computer Science).

Relevant experience must include one or more of the following: auditing (for example, operational, Information Technology, financial, performance) in the public or private sector, Information Technology systems security, or Information Technology policy. For Senior level consideration, experience must also include leading an audit or audit team.

FULL PERFORMANCE
Entry is with an Associate's degree plus 5 years of relevant experience, or a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience.

SENIOR
Entry is with an Associate's degree plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. Experience must also include leading an audit or audit team.

EXPERT
Entry is with an Associate's degree plus 11 years of relevant experience, or a Bachelor's degree plus 9 years of relevant experience, or a Master's degree plus 7 years of relevant experience, or a Doctoral degree plus 5 years of relevant experience.

Additional information

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $85,447 - $197,200 (Full Performance, Senior, Expert)
Salary range varies by location, work level, and relevant experience to the position.

Training will be provided based on the selectee's needs and experience.

Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).

DCIPS Trial Period:
If selected for this position, you will be required to serve a two-year DCIPS trial period, unless you are a veterans' preference-eligible employee, in which case you are required to serve a one-year trial period. This trial period runs concurrently with your commitment to the position, if applicable. Before finalizing your appointment at the conclusion of your trial period, NSA will determine whether your continued employment advances the public interest. This decision will be based on factors such as your performance and conduct; the Agency's needs and interests; whether your continued employment would advance the Agency's organizational goals; and whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

If you do not receive certification for continued employment, you should receive written notice prior to the end of your trial period that your employment will be terminated and the effective date of such termination.

The National Security Agency (NSA) is part of the DoD Intelligence Community Defense Civilian Intelligence Personnel System (DCIPS). All positions in the NSA are in the Excepted Services under 10 United States Codes (USC) 1601 appointment authority.
