Summary
This position resides in the Export Control and Interagency Liaison Division of the Office of International and Interagency Relations. The position oversees aspects of NASA's interagency partnership portfolio and serves as the Agency's representative in multiagency negotiations, policy development activities, and certain international matters, as required.
Responsibilities
- Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Represent the office in negotiations, partnerships development activities, and interactions with U.S. intelligence community or other U.S. Government departments and agencies.
- Provide advice and support to NASA Mission Directorates and Centers in the development of interagency agreements.
- Resolve differences in proposed agreements between NASA and other Federal departments and agencies.
- Propose new program approaches and initiatives. Resolve program implementation dilemmas and issues and negotiate program implementation approaches among other U.S. intelligence community or civil agencies.
- Advocate for the Agency's civil interagency objectives with U.S. intelligence community or civil agencies and the Agency mission directorates.
- Analyze material and represent NASA at meetings with the interagency community.
- Identify reasons for the nature and or extent of program-related issues and investigate areas in need of improvement. Recommend options that remedy problematic situations. Write comprehensive resolution recommendations.
- Formally present findings before large and diverse audiences, such as Federal government representatives, interagency working groups, and other bodies.
- Maintain awareness of national space policies and analyze their effect on NASA programs. Provide guidance on national and agency space policy matters to senior officials of the Agency and other Federal departments and agencies.
- Seek to anticipate and resolve issues that may affect or impede NASA program plans.

Qualifications
You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level includes; working with Senior Executives and subject matter experts in planning and managing work priorities in the development of interagency agreements; recommending programmatic and technical content; proposing options to resolve differences and issues among Federal departments and agencies, including intelligence community entities or civil agencies; seeking agency and interagency views on pending space policy; making recommendations on how to resolve conflicting inputs on draft policies; and making recommendations on resolving national space policy issues that may affect or impede program plans.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level includes; experience coordinating with multiple levels of management in the development of interagency agreements, negotiating programmatic and technical content, resolving differences and issues among Federal departments and agencies, including intelligence community entities or civil agencies; understanding national and agency space policies and their effect on programs, coordinating inputs across the agency on pending space policy and providing advice to multiple levels of management, while seeking to anticipate and resolve any relevant national space policy issues that may affect or impede program plans.
