This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT). OIT is responsible for implementation of information technologies that are aligned with business strategies of the VA, from Veterans Health Administration (VHA), Veteran Benefits Administration (VBA), National Cemetery Administration (NCA) and Corporate offices. EDUCATION: There is no educational substitution at this grade level.
RESPONSIBILITIES: Major Duties:
I dentify Business Owner needs and technical requirements.
Conduct strategic planning, tactical planning, project execution, operations, administrative efficiency, and productivity in relationship to fiscal, acquisition, staffing, and communications of OIT programmatic activities.
Conduct comprehensive program assessments measuring VA information systems compliance with federal government oversight as well as VA policies, procedures, and practices.
Collaborate with VA offices and staff, other OIT pillars, vendors, contractors, and others in government and industry to enhance the effectiveness and efficiency of OIT.
Manage every aspect of delivering, operating, and maintaining the product, from formulating and prioritizing requirements with the business Product Owner to design, development, acquisition and delivery of capabilities, change management, and ultimate retirement of obsolete functions.
Perform as the IT System Steward responsible for system owner deliverables to the IT System Owner

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in management of IT software products/projects including modernization of complex IT software products in both cloud and on-premise environments utilizing Agile and DevOps methodologies including acquisition, solutioning, development, modification, modernization, integration, enhancement, deployment, sustainment, and product decommissioning, AND
Selective Placement Factor: At least one current industry standard program/project management certification such as PMP, FAC P/PM, or DAWIA.
