The employee will serve as a Program Specialist, at the VA Boston Healthcare System, in Jamaica Plain, MA. The primary responsibility of this position is to develop, assess, implement and track the success of various programs within the Research and Development service. Duties include, but may not be limited to the following:

Functions as a supply management and procurement point of contact.

Develops organizational level procedural guidance (i.e., internal purchase card standard operating procedures, etc.).

Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls.

Identifies operational activities that meet, exceed or fail to meet established criteria.

Collaborates with other service lines/programs to obtain data/information, problem solve and develop action plans.

Coordinates data management within the research service.

Collects, analyzes, tracks and reports data for the entire research service.

Updates personal records and provides reporting of the current status of all personnel and makes modifications and changes as required.

Processes incoming and outgoing communications, to include routing of mail by general subject matter throughout the Research & Development (R&D) department.

Provides travel services for the R&D department, including securing route and fare information.

Reviews travel vouchers for completeness, accuracy, agreement with itinerary and compliance with regulations and procedures.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Recruitment & Relocation Incentives: Not authorized. QUALIFICATIONS: NOTE: This position involves a multi-grade career ladder . The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

SPECIALIZED EXPERIENCE : Applicants must possess at least one (1) year of specialized experience equivalent to the GS-7 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: purchasing supplies; submitting purchase requests; maintaining documents to reconcile financial transactions; conducting inventories; placing supply orders and managing supply stock inventory; managing travel requests; and coordinating conference meetings/calls.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess at least 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

OR

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.

PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required.
