This developmental position, located in Social Work and Care Transitions Service (SWCTS), Central Arkansas Veterans Healthcare System, Little Rock, Arkansas, composes a career ladder structure to the full performance level of GS-0343-09 Program Analyst, PD #598-04631-0. The primary purpose of this position is to provide analytical assistance to the Administrative Officer (AO), Chief and Assistant Chiefs of SWCTS, by designing specialized reports

Coordinates program processes, monitors daily workflow, and applies a strong understanding of organizational operations, regulations, management methods, and administrative resources.
Applies a comprehensive understanding of organizational operations, regulations, management methods, and administrative resources to support program effectiveness and workflow coordination.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Utilizes an in-depth understanding of organizational processes, regulations, administrative procedures, and management practices to support daily operations and program execution.
Investigates and analyzes adverse quality trends or conditions and initiates corrective action.
Evaluates methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
Develops and prepares reports, briefings, special papers, and summaries from data gathered and presents reports both formally and informally.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Requires excellent interpersonal and communication skills such as oral and written communications and development of presentations and reports.
Uses of computers software such as Word, Excel, Access and PowerPoint.
Uses systems for retrieving data from Medical Center, Regional and VA-System wide databases.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience for the GS-07 Level: You must have one year of specialized experience, equivalent to the GS-05 level in the Federal service, that equipped me with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Analyst position. Specialized experience includes: Experience utilizing software applications such as Excel, Access, or similar programs to support administrative and program operations; experience tracking, organizing, and maintaining data; experience collecting and analyzing data to support program activities and management decisions; experience preparing reports, correspondence, spreadsheets, presentations, or other administrative documents; experience researching and compiling information from multiple sources to identify operational issues, trends, or potential solutions.
