Accounting Operations (100%) The incumbent manages the daily operations of the Accounting Section, which functions on a double-entry accrual basis using the FMS, PAID, and VISTA systems. Responsibilities include making sound decisions on proper accounting treatment for unusual or non-recurring transactions, coordinating activities to meet deadlines, and advising accounting technicians. Establishes quality controls, reviews outputs for compliance, and implements new reporting procedures to maximize efficiency.
Policy and Compliance Reviews and implements changes from VA Handbooks, Directives, and policies affecting accounting operations. Analyzes and resolves technical accounting issues, ensuring adherence to established principles. Provides financial advice to management, reports on financial situations, and recommends corrective actions for deviations, discrepancies, or unusual spending trends.
Account Maintenance and Reconciliation Performs maintenance, reconciliation, and auditing of accounts covering assets, liabilities, income, expenses, and budgets. Verifies accuracy and completeness of financial data, classifies transactions, and prepares control documents. Analyzes documents for propriety and correctness, determines proper cost centers and fund controls, and documents transactions to ensure a proper audit trail.
Transaction Processing Researches and verifies which accounts transactions affect, establishes routines for input, and ensures proper accounting effects. Reviews pending items, follows up on overdue transactions, and conducts test audits to validate records. Makes technical decisions on complex accounting issues, functioning as a liaison between Medical Center management and the VA Central Office.
Financial Reporting and System Management Prepares reports for VISN, VA Headquarters, and other agencies, ensuring accuracy of general ledger accounts. Works with multiple systems including FMS, IFCAPS, VISTA, IPPS, and others. Conducts audits, including quarterly audits of various funds, and responds to auditor requests with detailed analysis.
Reconciliation and Data Coordination Performs monthly reconciliations of general ledger accounts with subsidiaries, including patient funds, post funds, credit cards, and supply funds. Investigates out-of-balance conditions, analyzes transactions, and corrects discrepancies. Coordinates data with other services and provides technical assistance.
Payroll and Accruals Calculates and records monthly salary and purchase card accruals, maintaining logs for premium pays. Manages the station suspense ledger by coordinating transactions from payroll, accounts receivable, and treasury offsets.
Payment Processing and System Administration Processes IPAC/FASPAC payments and billings, and adjusts general ledger entries as needed. Acts as the on-site administrator for the Invoice Payment Processing System, establishing user access, providing training, and resolving invoice issues promptly. Collaborates with certifying officials to clear rejected invoices and monitor pending transactions.
Audit and Compliance Support Serves as the financial representative during unannounced agent cashier audits and nursing home audits, ensuring compliance with regulations. Maintains detailed documentation, conducts offsite audits, and evaluates documentation to support audit findings.
Work Schedule: Monday - Friday, 8:00am-16:30pm

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with complex financial management systems, experience performing detailed account reconciliations, audits, and verifying financial data for accuracy, Ability to analyze complex transactions, Analytical and Decision-Making. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional
