Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-09:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience working with the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents. Experience with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM). Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in sometimes aggressive and/or hostile situations. Experience explaining technical information to audiences with little familiarity with the information. Experience managing changing workloads to meet short deadlines. Experience reviewing written documents, interpreting the information, identifying missing information, and perfecting those documents.
OR
You may substitute education for specialized as follows:A master's or equivalent graduate degreeOR2 full years of progressively higher-level graduate education leading to such a degree.
OR
an LL.B. or J.D., if related.

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience working with of the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents for pre-trial preparation. Experience working with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM) in preparation for a trial. Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in aggressive and/or hostile situations, including testifying in judicial proceedings. Experience explaining technical information to audiences that have some familiarity with the information shared. Experience managing changing workloads to meet changing and/or short deadlines. Experience reviewing written documents, identifying missing information, interpreting the information and perfecting those documents for evidence and/or trial.

NOTE: For the GS-10 level education cannot be substituted for specialized experience.

AND

You must also meet the following requirement(s):

• TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
• TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
