The primary purpose of this position is to counsel Department of Defense (DoD) military and civilian personnel, their families, and DoD civilian contractors on a variety of passports and visa subjects. This positionwill also assisttrained passport and visa agents.Qualifications:In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes administrative policies, procedures, rules and guidelines to perform routine assignments; Knowledge of various office automation software processing procedures and functions key to produce a wide range of documents such as complex formats, such as graphics or tables within text, to edit and etc.; Ability to design and set-up procedures and formats for obtaining and retrieving data in the form needed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of rules, procedures, Department of State, Department of Defense and Air Force directives and instructions, and operations that apply to the employee in order to perform the procedural work of the office for preparing and processing official passport and visas. The employee will be trained and certified in accordance with training requirements of the State Department. The employee must also be trained in all aspects of military relocation procedures as spelled out in the section's master training plan.
  2. Knowledge and ability to research, analyze, interpret, and apply rules, regulations, procedures, and standard safety and health practices relating to passport and visa applications and military relocation actions.
  3. Knowledge of the laws, rules, and regulations of using and maintain a Government Purchase Card (GPC).
  4. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports on any subordinate employees, orders for military personnel, spreadsheets, databases, graphs, government computer program systems, and official government documents as it relates to passport and visa request and relocation of military personnel.
  5. Ability to use office automation tools and techniques; however, a qualified typist is not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:This job does not have an education qualification requirement.Employment Type: OTHER
