Qualifications:

GS-14: To be eligible at the GS-14 level, you must have at least ONE year of Specialized Experience at the GS-13 level in Federal Service.

Specialized experience includes performing the following types of duties: 1) managing the distribution of staff workload to meet the mission of an organization; and 2) overseeing a comprehensive Human Resources program which includes Federal civilian recruitment and placement for an organization and two or more other functional areas such as: a) position classification; b) performance management; c) pay and compensation; d) employee benefits; or e) employee relations.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Such proof may include a copy of your written notification of ICTAP eligibility or a copy of your separation personnel action form. Responsibilities:

As a Human Resources Officer in the United States Attorney's Office (USAO), you will join a well-respected team that is responsible for providing a variety of human resources services to the United States Attorney's Office, District of Columbia.

Typical work assignments will include, but are not limited to:
  • Planning, developing, and administering a comprehensive Human Resources (HR) Program in accordance with existing rules, regulations, policies, and procedures.
  • Providing expert, authoritative advice and consultative services to management officials within the District on all functional areas of Human Resources management.
  • Supervising Human Resources Staff to include the following units: Personnel Programs Unit (PPU), Personnel Operations Unit (POU), and Personnel Security Unit (PSU).
  • Plans work to be accomplished by subordinates, sets goals and priorities, and prepares schedules for completion of work.
  • Reviewing work in progress or upon completion to ascertain problems in accuracy, adequacy, and adherence to procedures and takes appropriate corrective action.
  • Planning, developing, and administering an effective recruitment and retention program, which includes Merit Staffing and Delegated Examining.
  • Providing guidance on position management and classification of positions.
  • Providing advice and assistance on performance management and employee relations.
  • Administering a benefits program.
  • Administering guidance on compensation and leave.
  • Initiating, coordinating, and overseeing special studies, programs, and studies and facilitating the implementation of new or revised policies and programs.
