The ideal candidate will bring deep experience in multi-family affordable housing development (including LIHTC), financial modeling, pro formulas, funding applications (State, local, tax-credit, etc.), and asset management/reporting of affordable housing portfolios. Duties And Responsibilities
- Collaborate with third-party asset management consultants to integrate ULP’s mission and objectives into asset plans.
- Review and evaluate current asset management practices; assess property performance, financial indicators, and capital needs; recommend improvements.
- Identify under-performing assets and develop corrective action plans.
- Review and evaluate contracts presented by or to the agency to ensure favorable outcomes for ULP.
- Develop financial models for LIHTC, new construction, redevelopment, and existing affordable housing projects.
- Participate in meetings with development stakeholders, consultants, funders, state/local agencies, and community partners.
- Assist in assessing regulatory compliance (e.g., LIHTC, HUD, local housing bureaus, regional agencies) and recommend systems/procedures for ongoing compliance.
- Prepare reports summarizing findings, risk areas, and action plans.
- Link ULP staff with training resources and professional development opportunities in the community.
- Assist with project team selection and coordination (architects, engineers, general contractors, etc.).
- Support contract negotiations for development projects.
- Develop project budgets and schedules; define project scope and delivery method based on funding sources and use of funds.
- Oversee permitting strategy, liaison with city/state agencies, code officials and other stakeholders.
- Support bid process and contractor selection for development projects.
- Review and assist with draw requests, change orders, lien waivers.
- Work with property management to define best practices in marketing plans and tenant operations for new developments.
- Coordinate final inspections, occupancy certifications, punch list completion and close-out documents.
- Manage day-to-day activities of new construction and rehabilitation projects, including meeting agendas/minutes, budgets, draws, status reports.
- Oversee and coordinate the development of affordable housing and commercial projects (new construction, rehabilitation) in alignment with ULP’s equitable development priorities.
- Research potential development sites, zoning/building codes, feasibility of new housing development; provide input and advice on site selection.
- Engage with and assist the Housing Development team in resource development, including preparation/submission of funding and grant applications.
- Prepare and present reports to funders, Board, and community stakeholders as needed.
- Maintain effective communication with consultants, design professionals, contractors, vendors, and community members regarding project issues.
- Participate in responses to Requests for Proposals (RFPs) and solicitations by collaborating on concept, analyzing economics and financing, and preparing proposal materials.
- Coordinate with property management and maintenance teams to ensure project design/materials meet standards for livability, rent ability, and ease of maintenance.
- Oversee Lease-up of newly developed properties.
- Oversee Ribbon cutting / Grand Opening events for new properties.
- Promote growth, goodwill and mission alignment for ULP through daily contact with coworkers, vendors, community members.
- Other duties assigned by the General Counsel or Executive Director.
Salary : $82,148 - $95,417
