Position Summary
The Employer Engagement Manager builds and manages a portfolio of employer partners to create consistent hiring pipelines for ULCC participants. This role drives employer outreach, job order development, hiring events, and placement/retention outcomes across ULCC workforce contracts, including Mecklenburg County, MTAJNC, and Growth Opportunity 4 (GO4). The Manager serves as ULCC’s primary point of contact for employers and ensures employer activities and outcomes are documented accurately in ULCC systems to support performance and compliance requirements.
Essential Duties and Responsibilities
• Identify, recruit, and onboard employers aligned with ULCC training pathways and participant talent pipelines.
• Conduct employer needs assessments (wages, schedules, credentials, background requirements, hiring timelines).
• Develop and manage job orders; coordinate screening, submissions, interviews, and hiring logistics.
• Plan and execute hiring events, employer information sessions, and on-site recruitment days.
• Maintain ongoing employer contact to address issues, reduce turnover, and strengthen long-term partnerships.
• Complete structured follow-ups (30/60/90/180 days as required) and document outcomes and interventions.
• Enter employer activity, job orders, and outcomes into the system of record; produce routine reports.

Minimum Qualifications
• Bachelor’s degree in Human Services, Business, Communications, HR, Public Administration, or related field OR equivalent relevant experience.
• 3 years in employer engagement, staffing/recruiting, workforce development, , or related role.
• Demonstrated success meeting performance targets (engagement, placements, retention, or comparable outcomes).
• Ability to track activities and outcomes in a CRM/database (e.g., Salesforce) and produce routine reports.
• Valid driver’s license and reliable transportation; ability to travel locally.
Preferred Qualifications
• 5 years in employer partnerships with portfolio/account management experience.
• Experience with publicly funded workforce contracts and documentation (e.g., workforce boards, WIOA/NCWorks, GO4, county contracts).
• Experience developing work-based learning opportunities (OJT/internships/apprenticeships).
• Sector expertise (trades, healthcare, logistics, IT, manufacturing) and ability to negotiate hiring commitments.
Knowledge, Skills, and Abilities
• Strong relationship-building, negotiation, and customer service skills with employers.
• Ability to plan and execute hiring events and recruitment campaigns.
• Organized pipeline management, time management, and follow-through.
• Clear written and verbal communication; comfortable presenting to employers and partners.
• Data accuracy, documentation discipline, and continuous improvement mindset.
Work Environment and Physical Requirements
• Work occurs in office settings, community sites, and/or employer locations.
• Requires local travel; occasional evenings/weekends may be required for orientations, hiring events, and cohort launches.
• Ability to sit/stand for extended periods; occasional lifting up to 25 lbs for event materials and supplies.
