UpSlope is seeking a detail-oriented and strategic Program Manager to lead and manage the lifecycle of contracts and proposals. This role will be responsible for overseeing pre-award activities, managing contract transitions, and ensuring effective post-award contract administration. The ideal candidate will bring strong organizational skills, a collaborative mindset, and a deep understanding of government and commercial contracting processes.
Key Responsibilities:
Proposal Management (Pre-Award):
- Lead the development and submission of proposals in response to RFPs, RFIs, and other solicitations.
- Coordinate proposal teams, timelines, and deliverables across departments.
- Ensure compliance with solicitation requirements and internal standards.
- Support pricing strategy and cost volume development in collaboration with finance and technical teams.
Contract Transition & Implementation:
- Develop and execute transition plans for newly awarded contracts.
- Facilitate kickoff meetings and ensure alignment between client expectations and internal execution.
- Monitor onboarding activities, staffing, and resource allocation during transition phases.
Contract Management (Post-Award):
- Serve as the primary point of contact for contract administration and compliance.
- Track deliverables, milestones, and reporting requirements.
- Manage modifications, extensions, and renewals in coordination with legal and finance.
- Maintain contract documentation and ensure audit readiness.
Qualifications:
- Bachelor’s degree in Business Administration, Public Administration, or related field (Master’s preferred).
- 5 years of experience in program management, contract administration, or proposal development.
- Familiarity with federal contracting (FAR/DFARS) and/or commercial contracting practices.
- Strong project management and organizational skills.
- Excellent written and verbal communication.
- Proficiency in Microsoft Office Suite and contract management tools.
Preferred Skills:
- PMP or equivalent certification.
- Ability to work independently and lead cross-functional teams.
- Strong analytical and negotiation skills.
