LIHEAP Support Specialist - Johnson County
Position Summary
Do you enjoy helping people while working with data, documentation, and program eligibility requirements? As a LIHEAP Support Specialist, you'll play a critical role in helping low-income households access assistance with heating, cooling, and utility expenses through the Low-Income Home Energy Assistance Program (LIHEAP) and related programs.

Essential Functions
Application Processing and Customer Service
- Review, verify, and process applications for LIHEAP and related assistance programs
- Determine applicant eligibility based on program requirements and established guidelines
- Collect, verify, and maintain accurate documentation required for application processing
- Provide exceptional customer service by responding to inquiries from applicants, community partners, and the public
- Assist applicants with understanding program requirements, application procedures, and eligibility criteria
- Maintain confidentiality and exercise discretion when handling sensitive client information
- Process applications accurately and efficiently while meeting established deadlines and performance standards
- Refer applicants to additional community resources and agency programs when appropriate
Data Management and Program Administration
- Perform accurate data entry and maintain electronic and physical program records
- Conduct quality control reviews to ensure completeness and accuracy of applications and documentation
- Monitor records and files for compliance with program requirements
- Generate and maintain reports, correspondence, and other program documentation as assigned
- Utilize agency software systems and technology tools to track services and program outcomes
- Maintain a high level of accuracy while managing multiple tasks and priorities
Community Outreach and Program Support
- Represent UETHDA and Community Services programs at outreach events and community activities
- Promote awareness of LIHEAP and other available assistance programs throughout the eight-county service area
- Develop and maintain positive working relationships with utility vendors, community organizations, referral partners, and service providers
- Assist with marketing and outreach efforts designed to increase program awareness and accessibility
- Participate in staff meetings, training opportunities, and professional development activities
- Perform other duties as assigned
Compliance and Regulatory Responsibilities
- Maintain knowledge of federal, state, and agency policies governing LIHEAP and related programs
- Ensure all applications and program activities comply with applicable regulations and grant requirements
- Support program integrity through accurate recordkeeping, eligibility verification, and quality assurance practices
- Adhere to agency confidentiality standards and all applicable privacy requirements

- Healthcare coverage is provided through the State of Tennessee, with UETHDA covering 100% of the monthly premium for employee-only plans (valued at approximately $600 per month or $7,200 annually). Additional coverage options are available, with any cost difference paid by the employee.
- 1 day of healthcare/personal leave accrued per month (12 days per year)
- Retirement Plan: Tennessee Consolidated Retirement System (TCRS). Eligible employees contribute 5% of annual wages on a pre-tax basis to the defined TCRS plan. UETHDA contributes an amortized amount as determined by TCRS. Employees become fully vested after five years of eligible service.
- Group Term Life Insurance (coverage equal to 1.5 times annual wages) and Voluntary Life Insurance are offered, with Group Term Life fully paid by UETHDA.
- Dental, Vision, Short-Term Disability, and Long-Term Disability options are available at 100% cost to the employee.
- Additional 401(k) and 457 Savings Plan options are available without employer match.
Minimum Requirements
- High School Diploma or GED required
- Associate degree in Business, Marketing, Communications, Technology, Human Services, or related field preferred
- Minimum of two years of experience in customer service, administrative support, program eligibility, data processing, communications, or a related field
- Strong attention to detail and accuracy with demonstrated data entry proficiency
- Excellent written and verbal communication skills
- Strong organizational skills with the ability to manage multiple priorities and deadlines
- Proficiency with Microsoft Office 365, including Word, Excel, Outlook, and PowerPoint
- Ability to maintain confidentiality and exercise sound judgment
- Strong interpersonal skills and a service-oriented approach
- Valid Tennessee driver's license with acceptable driving record
- Must successfully pass reference, background, criminal history, and education verification checks
Position Type/Expected Hours of Work
This is a full-time, non-exempt position paid hourly. Standard work hours are Monday through Friday from 8:00 a.m. to 4:30 p.m. Some evening and weekend hours may be required for outreach events and community activities. Travel throughout UETHDA's eight-county service area may be required.

Starting salary based on education and experience with a range of $15.07 to $16.40 an hour.
