Department Summary

The Institute for Health Disparities (IHD) conducts research, training and community

outreach in the areas of minority health, health disparities and workforce variety.

Constituting the IHD are the Texas Center for Health Disparities, National Research

Mentoring Network, Texas CEAL Consortium, Various Training Programs, AIM-AHEAD and the NIMHD Endowment.

Position Overview

The Grants Budget Analyst supports the Institute for Health Disparities (IHD) by overseeing financial, budgetary, and compliance activities related to federal, state, and foundation-funded research projects such as Health Resources and Services Administration (HRSA). This position ensures that budgets, expenditures, and financial reporting for are accurate, timely, and compliant with sponsor and institutional policies. The role serves as a financial liaison between project investigators, the Office of Sponsored Programs (OSP), Contracts, and Budget Offices to ensure effective management of sponsored awards (HRSA).

Minimum Qualifications

Bachelor's degree and three (3) years related experience; or any equivalent combination of education and experience.

Knowledge, Skills And Abilities

  • Considerable knowledge of (or ability to rapidly assimilate and retain) University operating procedures, organization and policies
  • Knowledge of business principles, practices and techniques.
  • Knowledge of electronic information systems and accounting systems
  • Ability to work accurately with numerical detail consistently and to perform financial operations legibly
  • Experience managing budget information and accurately recording financial transactions
  • Ability to keep complex records
  • Ability to assemble and organize, prepare, and submit reports in acceptable formats
  • Ability to read and analyze fiscal management information and to assist in formulating solutions to problems
  • Ability to establish and maintain effective working relationships
  • Strong communications skills
  • Knowledge of safety and security precautions appropriate to work performed

Preferred Qualifications

  • Experience managing grant budget information and accurately recording financial transactions
  • Experience with NIH, HRSA, or other federal funding agencies.
  • Familiarity with UNT System chartstrings and financial workflow processes.
  • Demonstrated ability to manage multiple priorities and deadlines in a complex, fast-paced environment.
  • Grants Compliance and Monitoring

Job Duties

  • Annual monthly department budgeting and accounting reports to maintain expenditure controls.
  • Develop, prepare, and monitor budgets for new and continuing grant applications, contracts, and subawards.
  • Conduct financial forecasting and assist investigators with carryforward planning and resource allocation.
  • Prepare detailed internal financial reports and projections for IHD leadership and PIs.
  • Ensure all financial activities align with sponsor guidelines and institutional policies.
  • Support pre-award budgeting and post-award management in coordination with OSP and Contracts.
  • Review and process budget revisions. Communicate with OSP for no-cost extensions, cost transfers, and effort certifications.
  • Create and maintain standard operating procedures (SOPs) to enhance efficiency and accuracy in grant financial management.
  • Serve as a subject matter expert and resource to faculty, staff, and leadership regarding grant budgeting and compliance.
  • Use the Marketplace financial system to create requisitions and stipend payments
  • Other duties as assigned.
