Result of Service
The National Consultant will work under the overall supervision of the CCP Regional Coordinators and in close coordination with the UNODC procurement and programme teams, the consultant will: Pre-Implementation (Desk Review & Mobilization)
- Review of all technical documents and contractor's schedule.
- Written comments on methodology, plans, risks, and mitigation measures.
- Participation in the kick-off meeting. On-Site Supervision & Technical Monitoring
- The consultant will regularly visit both field locations (frequency to be agreed based on construction schedule) to:
- Verify that works are performed according to specifications, approved drawings, and contractual standards.
- Certify key construction milestones (e.g., foundation works, prefab installation, electrical connections, roofing, fencing/perimeter, finishing).
- Inspect materials delivered on site and confirm compliance with specifications.
- Verify the contractor's adherence to safety standards and site organization.
- Identify any deviations, defects, or risks; propose corrective actions; and follow up on implementation. Progress Verification & Support to Payment Processing
- Review the contractor's progress reports, invoices, and payment requests.
- Provide independent technical verification of quantities, quality, and percentage of completion.
- Advise UNODC on whether payment conditions have been met. Reporting & Documentation
- Prepare site visit reports with photos, progress assessments, and status against schedule.
- Maintain a log of non-compliance issues and corrective actions.
- Produce incident or deviation reports when required.
- Submit a final end-of-assignment report summarizing construction performance, compliance, challenges, and lessons learned. The task will be completed in close cooperation with UNODC field offices and partners where applicable.
