The Application and Data Services Manager is responsible for overseeing the activities, resources, and personnel of the Application and Data Services team at UW Administration, providing leadership, technical expertise, and performance-based evaluations to all team members. Directs and coordinates the development, deployment, and custom integrations of internal and enterprise applications and data services. The position has delegated responsibility for systems that support the analytical responsibilities of UW System Administration, and communicates program needs to leadership. This position fosters partnerships, develops plans, and formulates strategies to deliver reliable application and data solutions that meet the needs of critical business operations, supporting HR, Finance, Capital Planning, Higher Education policy, planning & reporting, as well as associated ancillary systems. Additionally, this manager fosters open and effective communication between the Applications and Data Services team, OLITS teams, Business Analysts, business owners, and external stakeholders. The manager will provide project leadership, oversight, and management to ensure business requirements and functional specifications are met while ensuring work is completed on schedule and within budget. The person in this role meets with institutional staff from Information Technology Offices, as well as appropriate UWSA staff and campus representatives, to achieve project goals, lead the completion of tasks, and provide status and completion reports to management.
Key Job Responsibilities:
Develops, plans, and directs staff on the implementation of applications and data technology
Evaluates existing strategy and makes recommendations to information technology leadership for program enhancement
Identifies, proposes, and implements new or revised applications and data technology operational policies and procedures
Serves as the subject matter expert to unit leadership regarding applications and data technology operations and functions
Exercises supervisory authority, including hiring, managing conduct and performance, assigning, rewarding, disciplining, and approving hours worked of at least 8.0 full-time equivalent (FTE) employees
Sets priorities and assigns tasks to the members of the Applications and Data team
Provides project leadership and expertise in the design, evaluation, development, integration, testing, configuration, and coordination of applications and data technology
Provides leadership in problem diagnosis and resolution of problems
Ensures that documentation is created and maintained
Applies a user-centric approach to decisions and other work involved in developing and maintaining the web applications
Maintains accurate and up-to-date knowledge of the Apps/Data team portfolio and strategy.
Plans, directs, coordinates, and reviews the work plan for the application support team.
Assign work activities, projects, and programs. Reviews and evaluates work products, methods, and procedures. Meets with staff to identify and resolve problems.
Collaborates with other OLITS teams, including Helpdesk, Systems and Engineering, IAM, Enterprise Architecture, and Information Security, for project scheduling and delivery.
Develops effective intradepartmental, interdepartmental, and external working relationships. Work proactively with stakeholders to identify and define project specifications, plan and prioritize workload, and resolve problems.
Department:
The Office of Learning & Information Technology Services (OLITS) is dedicated to supporting the use of technology to enhance the teaching and learning mission of the UW System universities. OLITS staff have responsibility for systemwide collaboration and enhancement of six major areas of Information Technology:
overall systemwide IT planning;
technology for teaching and learning;
development of major administrative systems;
wide area networking issues;
library automation and collections enhancement; and
research and development in emerging technologies.
In addition, OLITS develops and supports information technology systems and services that allow UW System Administration staff to effectively and efficiently perform their responsibilities.
Compensation:
The Application and Data Services Manager (Official Title: IT Manager) is a full-time , salaried ( exempt) academic staff position.
Well-qualified candidates can expect a starting annual salary within a range of $85,000 - $105,000 commensurate with the candidate’s education, related experience, and qualifications.
Required Qualifications:
Bachelor’s degree in computer science, Information Systems, or related field, OR 5 years of experience working in application and data services.
5 years of experience in Application Administration/Support
5 years’ experience within Relational Databases
5 years’ experience in database development using query, reporting, and tuning tools.
5 years’ experience in application development with the ability to adapt to new technologies
Excellent verbal and written communication, organizational, and documentation skills.
Well-versed in project management approaches, tools, and phases of the project lifecycle.
Experience and knowledge of change management principles, methodologies, and tools.
A history of advancement with increasing leadership responsibilities managing IT technical teams
Preferred Qualifications:
Experience leading a team of technical professionals in a higher education environment
Experience modernizing legacy applications and data system technologies (e.g., Web-based solutions, containerization, business automation, cloud technologies, AWS, and Oracle environments)
Experience migrating legacy applications and data systems to new environments
Background knowledge of PHP and Java programming for web applications
Experience with Information Platform tools, integration tools, and API integrations
Knowledge, Skills and Abilities:
Strong analytical skills, including the ability to interpret complex policies & procedures
Ability to analyze requirements, design, develop, test and deliver applications and services
Planning and organization/project management skills
Experience and knowledge of ITIL framework
Excellent collaboration and problem-solving skills
Understanding of WCAG 2.1 AA/ADA compliance
Ability to establish and maintain strong working relationships with individuals at all organizational levels
Ability to prioritize work and deliver services and solutions on time with attention to detail
Experience providing direction, support, and motivating team members to achieve project goals while building a culture of collaboration and high performance
Experience creating and maintaining technical documentation
Demonstrated experience with establishing and maintaining effective working relationships with internal and external customers
