The School of Nursing has an outstanding opportunity for a Human Resource Payroll Manager to join their team.

This position provides professional-level human resources support to the School of Nursing (SoN). This role advises leaders and employees on performance management, labor/employee relations, complex payroll issues and regulatory compliance. It also involves responsibilities in areas such as hiring, compensation, training, and may include signature authority for certain HR actions. The position requires independent judgment and discretion.

This role supervises daily payroll operations, manages payroll staff, and supports faculty and staff on a wide range of HR and payroll issues, including compensation, collective bargaining, and leave administration. The position collaborates closely with SoN leaders on confidential operational matters, serves as an HR transaction approver, and participates in school- and university-wide initiatives related to compliance, labor/employee relations, process improvement, and workforce development. This role also oversees documentation, develops HR processes, and provides guidance to ensure accurate and efficient payroll and HR support across the SoN.

This position has a significant impact on the University by ensuring consistent, compliant, and efficient human resources and payroll operations within the SoN. By advising leadership and managing critical HR functions, the role helps reduce risk, support employee engagement, and ensure adherence to labor laws and university policies. It contributes to a stable and effective workforce by facilitating accurate hiring, compensation, payroll, and performance management processes.

Essential Job Duties

OPERATIONS & SUPERVISION (50%)
-- In support of all faculty and staff, advise and consult with managers at all levels, including PIs, in human resources and payroll processing, including compensation/salary administration, collective bargaining agreements, leaves of absences, and other types of pay-impacting HR matters.
-- Manage and provide supervision of day-to-day SoN payroll operations, including payroll staff hiring, training, and performance management.
-- Work collaboratively with others in SoN HRPS to process hiring and pay for SoN academic and non-academic employees, including staff, faculty, ASEs, and project appointments.
-- Work closely with SoN leaders on issues regarding confidential administrative and operational matters.
-- Serve as an approver for HR transactions and system authorizations.
-- Participate in School-wide and campus-wide projects and committees and represent the School within the University on matters related to fiscal compliance, process improvements, as well as to enhance the development and diversity of the faculty, staff, and student employees of the SoN.
-- Maintain payroll and HR documentation.
-- Provide guidance and oversight to Staff and Faculty across the SoN that coordinate activity related to payroll matters.
-- Maintain ASE AHR documentation, including the SharePoint/Intranet site.
-- Develop and maintain payroll/HR request forms and processes.

EXPERT POLICY & PROCEDURE RESOURCE (20%)
-- Work closely with SoN leaders to ensure alignment with university policies and compliance with applicable employment laws and collective bargaining agreements.
-- Maintain in-depth and current knowledge of School, University, State, and Federal policies and practices.
-- Understand and appropriately implement various UW HR policies and procedures.
-- Serve as an expert in Workday payroll processing and a resource for SoN regarding updates.
-- Serve as a general resource for departments and units regarding payroll/HR policies and procedures.
-- Serve as a consultant to SoN HR, SoN managers, and leaders on payroll/HR matters.??? ?
-- Research, interpret, and implement new/existing University and School policies and procedures for SoN administrators, department chairs, and others as needed/requested.

PROCESS IMPROVEMENT (10%)
-- Develop and seek to continually improve standard processes for everyday transactions and work requests.
-- Apply knowledge of the University of Washington and SoN to continually improve the efficiency and effectiveness of the HR/OD and Payroll Services department; furnish decision-makers with well-researched solutions to continual and non-recurring challenges facing the organization.
-- Suggest, develop and implement administrative processes and/or process improvements at the Office of Dean level.

COMPLIANCE (15%)
-- Oversee payroll coordinators' initial review of FECs and EFECs and serve as a resource for PIs and Administrators.
-- Develop and maintain compliant payroll documentation, processes, and procedures.
--Serve as a UW/UAW ASE rules and compliance expert.
-- Act as backup to the SoN liaison in dealings with UW Labor Relations, the Graduate School, and the UW/UAW regarding ASEs.

MISCELLANEOUS (5%)
-- Perform other duties as required to support the ongoing mission and strategic plans of the School and the department.

Minimum Requirement
-- Bachelor's Degree in Human Resources Management, Business Administration, or closely related field; and
-- Two (2) to three (3) years of experience in Human Resources and Payroll Management.

Additional Requirements
-- Applied knowledge of payroll and relevant wage and hour, HR policies, procedures, principles, and practices. Personnel and salary administration.
-- Supervisory experience, including day-to-day work assignments, guidance and oversight as well as performance management, training and professional development planning.
-- Knowledge and experience with Workday or similar HR/Payroll information system.
-- Experience handling confidential information with tact, discretion, and diplomacy, and maintaining strict confidentiality.
-- Customer service experience and strong interpersonal skills; the ability work effectively with diverse constituencies to provide solution-oriented support and expertise.
-- Ability to research and synthesize information and communicate it effectively to lay audiences in verbal and written form.
-- Ability to work independently and as part of a team, manage priorities, multi-task, problem solve, and exercise good judgment in a dynamic and deadline-driven environment.
-- Proven accuracy and attention to detail in work products.
-- Advanced competency with general MS Office applications, e.g., Word, Excel, PowerPoint, Outlook, and ability to learn new software applications as necessary to do the job.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as license/certification/registration.

Desired Qualifications
-- Experience developing and documenting workflows and best practices designed to increase efficiencies and reduce errors.
-- HR and/or Payroll experience within an academic setting.
-- Experience with Workday HRIS.

Working Environment
Temperature-controlled shared office environment within the HR Office, and some work from home office environment. Frequent interruptions from customers and coworkers throughout the day. Ability to bring assigned computer and materials to and from work if telework assigned.
