Primary Purpose

The Community Service Officer is responsible for supporting activities that maintain a safe and secure community environment and to promote a sense of confidence and trust in the Department of Public Safety and throughout the University Community. They are responsible for providing administrative support in areas of Community Service, Parking Enforcement and Special Events Management.

Essential Functions

Manages the Event Security Officer staff for the University, including the hiring and discipline of these staff members Work with all groups having events (whether internal or external), including athletics, external events booking, Organized Student Groups, and Campus Event Staff, to ensure security staff and resources are available to meet needs as requested, and provide cost proposals and oversee request processing for services while staying within an allotted budget. Performs a variety of assignments in a courteous and professional manner including community service and crime prevention. Provides public safety services including walking patrol, escorts, facility locks and unlocks, and vehicle unlocks. Provides parking and traffic control as necessary. Manages all aspects of the University’s Parking Program, working with the outside vendor to provide permits, policies, enforcement, campus messaging, and visitor parking. Enforces parking regulations on University property, including permitting, enforcement, and appeals. Reviews all parking citation appeals and responds to the appellant on the outcome, and reviews University parking policies on a yearly basis. Serves as department liaison to various committees and provides training and education where necessary. Assists with all Clery Compliance aspects, including the collection of crime data, reviewing reports for Clery, and writing of the Annual Security Report. Interfaces with clients, visitors, and guests. Acts collaboratively to solve problems and resolve spontaneous and unique situations with professionalism and service orientation. Provides leadership, responsiveness, and creativity in finding solutions for service delivery. Assists with Bi-weekly payroll review and approval. Maintains professionalism at all times under stressful situations. Responsible for having time management and organizational skills, ability to plan and manage work under time constraints and to multitask and be able to work without direct supervision. Responsible of general office practices, including operation of standard office equipment, proficient in MS Office. Secures large sporting events, and other Campus Signature Events, uses portable two-way radios, has problem solving skills, and is able to work within and maintain a budget. Performs other related duties as assigned or requested. This position serves as Campus Security Authority ( CSA ) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported them. Minimum Qualifications

One and a half years (1.5) of post-high school education with a minimum of 18 units of completed coursework. Two (2) years of related work experience in law enforcement, security or related field. Must be able to pass a complete police Background investigation. Must possess a current California Driver’s License

Preferred Qualifications

Skills/Knowledge and Expertise: Successful completion of a POST Basic Dispatch Certificate within one (1) year of hire, should the Chief request/require. Strong ability to supervise and lead personnel. Knowledge of appropriate municipal codes, police policy and procedures, penal codes, vehicle codes, health and safety codes, and business and professional codes. Basic interviewing methods and principles. Principles and techniques used in planning, coordinating, and servicing a variety of theatrical, entertainment, recreational, industrial, and educational events. Safe work methods and safety regulations pertaining to the work. Basic record keeping practices. Superior customer service skills and orientation. Ability to work collaboratively. Strong skills in communicating in a professional manner verbally and in writing. Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion. Experience and sensitivity in working with people of diverse backgrounds and cultures. Demonstrated experience in advancing social justice, equity, and inclusion in a university setting. Ability to engage and integrate culturally responsive practices and knowledge in their work.
