Scope: Responsible for management of all projects associated with the Texas International Business Accelerator (TIBA) foreign direct investment program.
Duties:
- Consistently exhibit the organizational values of Integrity, Service, Excellence, and Innovation.
- Develop and execute annual strategic and operational plans that will enable the Texas International Business Accelerator (TIBA) to maximize economic impact outcomes and exceed funding stakeholder goals.
- Provide advising and technical assistance for small and medium-sized Foreign Direct Investment (FDI) clients including EB-5 investments on how to properly plan and structure their investment projects in the Texas South-West SBDC Network.
- Work with FDI clients interested in developing operations in Texas and create customized business plans with detailed financial projects for the client.
- Generate sufficient program income to recuperate the costs of supporting a Foreign Direct Investment Market Research staff that consists of UTSA service-learning students to conduct the necessary market research and analysis that result in the development of the investment plans and financial analysis for foreign direct investment clients within the Texas South-West SBDC Network.
- Conduct consistent outreach and program promotion of the TIBA Program within Texas and multiple countries in Latin America. This also includes collaborating with SBDCs in the Texas South-West SBDC Network in generating FDI leads and developing partnerships with regional EDCs, immigration attorneys and EB-5 regional centers with the goal of attracting increased levels of FDI projects that can create long-term economic impact.
- Conducting technical training on how to successfully structure and develop funding for foreign direct investment projects in the South-West Texas Border SBDC Network, in collaboration with the ten (10) field centers throughout the 79-county service area and replicating the model throughout the U.S. and international SBDC networks.

- Follow the South-West Texas Border SBDC Network Advising and Training Standard Operating Procedures.

Required Qualifications
- Bachelor's degree from an accredited institution in Business Administration or related field.
- Five years of progressively responsible project management experience.
- Excellent verbal and written communication skills.
- Ability to communicate with and conduct meetings with foreign direct investment clients from multiple countries and regions of the world.
Preferred Qualifications
- Master's degree from an accredited institution in Business Administration or related field.
- Ten years of progressively responsible experience in advising foreign direct investment clients.
- NASBITE Certified Global Business Professional (CGBP) credential; SBDC Global International Trade Advisor Certification; SBDC Global Director Certification.
- Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
- Consultant to businesses in the area of international trade or foreign direct investment with experience in the U.S. and Latin American.
- Staff member within a business/economic development organization that is focused on international trade or investment with Latin America.
- Experience working in a business and directly involved in international business or foreign direct investment focused on Mexico and other countries in Latin America.
- Manager or proprietor of a business with international business operations.
- Assisting entrepreneurs in obtaining financing to start or expand their operations by conducting market research and development business or investment plans.
- Fluency in both Spanish and English (reading/ writing/speaking) with the proven ability to conduct business meetings and conduct presentations in both languages.
