Job Details:

Purpose

Coordinate and conduct Undersea Warfare (USW) event reconstruction activities with U.S. Navy military and civilian personnel in support of cross-functional system engineering and development teams for the Environmental Sciences Laboratory (ESL).

Responsibilities
  • Develop project plans and assist program management in execution of research programs.

  • Conduct acoustic reconstruction/analyses of Fleet exercises/operations to determine the effectiveness of active and passive sonar systems at sea using quantitative measures of effectiveness (MOEs) of operational importance to the Fleet.

  • Active and passive sonar signal analysis supporting advanced research and development. Preparation and review of analysis presentations and reports.

  • Presentation of analysis results at internal and external working group meetings, including representing ARL at external organizations and project meetings (may include travel).

  • Coordinate with Navy personnel to secure technical data essential for reconstructing at-sea exercises and advancing sonar system algorithms.

  • Liaison with Navy and civilian organizations on program status, technical/intelligence data needs, analysis results, and other topics as required.

  • Other related functions as assigned.

Required Qualifications
  • HS/GED

  • At least 15 years of operational experience in the employment and expert analysis of U.S. Navy sonar systems.

  • Qualification Acoustic Intelligence Specialist, U.S. Navy Enlisted Classification code 708B/0416.

  • Demonstrated ability to reconstruct and analyze active and passive sonar data.

  • Demonstrated ability to develop acoustic collection plans and deliver briefings to Senior U.S. Navy commands.

  • Applicant must have a dynamic skill set, willing to work with new technologies, be highly organized and capable of planning and coordinating multiple tasks and managing their time.

  • Work as a team member, independently, with peers, clients, and management.

  • Experience briefing and advising Command level Officers and senior civilian personnel.

  • Direct sponsor and peer contact.

  • Relevant education and experience may be substituted as appropriate.

US Citizen: Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.

Preferred Qualifications
  • Bachelor's degree.

  • Current or recent eligibility for access to classified information

  • Twenty or more years of operational experience in the employment and expert analysis of U.S. Navy sonar systems.

  • Extensive experience with Naval intelligence collection, analysis, and production methodologies.

  • Qualification ASW Specialist, U.S. Navy Enlisted Classification code V44B/0417.

  • Qualification Integrated Undersea Surveillance Systems Master, U.S. Navy Enlisted Classification code 712B/0507.

  • Experience briefing and advising Flag level Officers and senior civilian personnel.

  • Extensive experience in U.S. Navy surface ship and submarine operations and theater undersea warfare (TUSW) operations.

  • Extensive experience with Integrated Undersea Surveillance Systems (IUSS) sensors and operations.

  • Qualification as U.S. Navy Master Training Specialist.

  • Knowledge and operational experience current and planned U.S. Navy sonar systems and Advanced Processor Build (APB) and Advanced Capability Build (ACB) sonar systems.

  • Experience with Matlab, Python, or similar programming languages.

  • Proven ability to work with minimal direction, formulate research plans, solve tough problems, and take initiative.

  • Demonstrated excellent interpersonal communication skills.

Salary Range

$120,000-$160,000 /negotiable depending on qualifications.

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
