This position exists to provide guidance, support, and consultative services for HR functions across the college. As our college functions with a central business office instead of having Business Managers in each unit, this position is critical to ensuring that positions are classified, recruited, appointed, and processed accurately and timely. This position serves as a liaison with campus Human Resources, Payroll, Office of Equal Opportunity and Accessibility, Chancellor's Office, Office of the Provost, and CGE related to HR matters associated with the coordination and review of all college personnel functions. Critical decision-making and confidential record-keeping related to all personnel (from hiring to termination) directly impacts the college and the university's ability to follow consistent and compliant employment practices. Due to the sensitive nature of personnel issues this position holder must be professional and discrete.


Staff Recruitment, Onboarding, and Oversight

  • Conducts preliminary reviews of staff position descriptions and facilitates submission of classification requests through HR Compensation team. In collaboration with Assistant Dean for Finance, Administration, and Operations, consults with departments, advises, and assists with development of staff position descriptions
  • Conducts hiring of college unit staff; processes DASH requisitions, assists with job advertisement development, maintains candidate files in DASH, assists with setting up interviews as needed, conducts reference checks for final candidates as needed, verifies new employees have completed their New Employee Orientation (NEO) and have received and completed all required documentation. Enters offers for requisitions
  • Manage recruitment process from posting through closing, track status of the requisition to ensure timely closing of postings
  • Meet with department committees to educate on search best practices
  • Manage onboarding of college faculty and staff
  • Advise leadership on FML, PPL, FMDA, Sick Leave, Annual Leave, and Longevity
  • Serve as point of contact for workers comp issues and ensure appropriate reporting to campus risk management office
  • Interpret policy, ensure compliance, troubleshoot, research, and provide guidance to staff/faculty
  • Serve as consultant/advisor to college leadership
  • Work closely with Center for Global Engagement (CGE) to coordinate completion of visa application and extension documents; validate information provided for H1-B and J-1 new and renewal requests; troubleshoot immigration status issues
  • Provide work direction, training, and guidance to Administrative Assistant assisting with DASH entries, document processing, and ERP transactions

Faculty Recruitment and Appointments

  • Manage all aspects of faculty recruitment, hiring, and reappointment processes
  • Manage all aspects of adjunct & MLS adjunct hiring (3xs a year), onboarding, and payment process, working with Deans and Department Heads to determine anticipated courses and enrollments
  • Interface with college deans to provide oversight, advise on unusual situations, and making recommendations on how to handle sensitive issues during faculty searches
  • Ensure proper integration of assigned professorships, ADA pay funding changes, and additional enrollment payments to MLS adjuncts in ERP system to ensure efficient use of E&G and private funding budgets
  • Track and report on faculty hiring; ensure startup account information is accurate in offer letters and that accounts are correctly created and administered; provide reports, including forecasting, related to faculty hiring, salary, and startup data
  • Consults on faculty appointments for budget and position control
  • Manage NTT Faculty reappointment process and associated pay changes
  • Maintain data relating to faculty hiring, compensation, and turnover; provide reports as necessary
  • Provide routine and ad-hoc data and reports as requested

HR policies, procedures, programs, reports, and laws:

  • Oversee the I-9 and e-verification process for federal & state compliance; oversee monitoring of non-citizen work permission
  • Manage Tennessee Law Scholar (GRAs) student positions to ensure proper allocation across the college; create reports as requested by college leadership
  • Conduct continuous review of internal HR processes in order to streamline and automate when possible
  • Develop and deliver training to administrative staff college-wide on preparation and submission of HR documents, college procedures and campus HR policies; maintain inventory of training material
  • Provide expert guidance to leadership for procedures & processes related to annual performance reviews, employee performance management, and disciplinary actions; refers complex issues to Assistant Dean for Finance, Administration, and Operations
  • Assist in the response for information from college leadership, auditors, central administration and outside agencies by compiling information, analyzing data, and making projections as necessary
  • Manage college email inbox by answering HR questions, execute requests for HR processes, provide expert guidance and policy interpretation, and use judgment to determine when to escalate an issue to Assistant Dean for Finance, Administration, and Operations

Other duties:

  • Serve as college-wide subject matter expert for payroll, ensuring full compliance with applicable policies, and as a college liaison to UT Payroll Office
  • Provide expert assistance and training for time entry, leave requests, approvals, and related issues
  • Oversee bi-weekly and monthly time entry and approvals
  • Ensure recovery of payroll over payments and correction of errors
  • Provide work direction, training, and guidance to Administrative Assistant and Financial Analyst assisting with DASH entries, document processing, and payroll transactions
  • Assist with annual merit process by advising and making recommendations to college deans upon request


Required Qualifications

  • Education: Bachelor's degree
  • Experience: Three years of HR experience OR an equivalent combination of education and experience
  • Knowledge, Skills, Abilities: Working knowledge of Microsoft Office & Adobe Suite
    • Knowledge and understanding of general accounting practices
    • Knowledge and understanding of human resources principles
    • Knowledge and understanding of HR processes associated with hiring, I-9 and e-verification
    • Working knowledge of Oracle
    • Excellent written and verbal communications skills
    • Working knowledge of Microsoft Office
    • Organizational, time management and analytical skills
    • Ability to multi-task and prioritize tasks based upon various needs of others while meeting time sensitive deadlines.
    • Ability to practice at a high level of confidentiality.

Compensation and Benefits

  • UT market range: MR09
  • Anticipated hiring range: $55,000 - $68,000
