General Description / Primary Purpose

The Director Compliance and Ethics supports the Associate Vice President and Chief Compliance and Ethics Officer in leading the university’s compliance and ethics program in accordance with Florida Board of Governors Regulation 4.003, Compliance and Ethics Programs. This role ensures the institution maintains a robust framework for promoting ethical conduct, preventing violations of law and policy, and fostering a culture of integrity across all operations.

Job Functions:

  • Program Oversight : Assist in developing, implementing, and monitoring the university’s compliance and ethics program consistent with BOG Regulation 4.003. Participate in program governance, including working with the UNF Board of Trustees, institutional leadership, and external partners.

  • Compliance Partners Program : Work closely with key institutional partners to promulgate institutional compliance partner program. Compliance partners include: Research Compliance, Environmental Health and Safety, Athletics, Title IX, Clery Act, ADA, Employee Relations, Financial Aid, and Conflicts of Interest.

  • Policies : Assist in oversight and management of UNF policy process, including assisting leadership and staff in drafting, reviewing, and updating institutional policies and regulations.

  • Effective Communication : Assist in communication efforts both ‘out’ of the program including newsletters and marketing materials, and ‘into’ the program including reports received via email, the Compliance Hotline, or other methods.

  • Monitoring & Auditing : Oversee compliance monitoring activities, internal compliance reviews, and investigations to identify and mitigate risks.

  • Reporting : Support preparation of Compliance and Ethics annual report for submission to the UNF Board of Trustees and Florida Board of Governors, as required by BOG Regulation 4.003.

  • Consultative Role : Serve as a trusted advisor to university partners on compliance matters, providing guidance on regulatory changes, best practices, and implementation strategies.

Compliance Framework Reference:

This position is integral to ensuring the university’s compliance program meets the standards outlined in Florida Board of Governors Regulation 4.003, which mandates:

  • Establishment of a compliance and ethics program.

  • Appointment of a Chief Compliance Officer reporting to the President or designee.

  • Designated compliance officers for various program areas throughout the university based on an assessment of risk in any particular program or area. If so designated, the individual shall coordinate and communicate with the Chief Compliance Officer on matters relating to the Compliance Program.

  • Development of policies, training, and reporting mechanisms to prevent and detect misconduct.

Required Qualifications

Master's and 6 years of relevant experience or Bachelor's degree and 8 years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.

In addition to the minimum requirements, strong preference will be given to candidates who possess at least a Master's Degree and professional certifications, including a Certified Compliance and Ethics Professional (CCEP), or similar or equivalent certification. Ideal qualifications also include at least 6 years of higher education compliance experience, especially in overseeing investigations and/or compliance reviews.

The holder of this position is designated as a “Responsible Employee” pursuant to their role under Title IX. Therefore, the incumbent must promptly report allegations of sexual misconduct, sexual violence, and child sexual abuse by or against any student, employee, contractor, or visitor to the University’s Title IX Administrator or any divisional Title IX Coordinator
