Position Title: Government Contracting & Strategic Initiatives Consultant

Department: 9074|PTAC

Responsibilities:
The primary responsibility of this role is to educate and assist businesses within the LA APEX service area on federal, state, and local government procurement processes. This includes providing guidance in areas such as government registrations, market research, marketing strategies, bid/proposal/quote development, contract performance issues, and compliance with state and federal regulations.

Support is delivered through direct client counseling, participation in networking and training events, and facilitation of workshops and seminars. The role also includes promoting LA APEX services to prospective clients and business organizations. This position reports to the LA APEX Program Manager.

Client Services
  • Assist clients in identifying and pursuing federal, state, and local government contracting opportunities
  • Conduct market research related to government procurement
  • Support clients with required registrations and government contracting paperwork
  • Educate clients on procurement rules and regulations, including the Federal Acquisition Regulation (FAR)
  • Guide clients in responding to solicitations, bids, and requests for quotes
  • Aid with contract performance issues as they arise
  • Provide additional specialized support areas as assigned by LA APEX Program Manager

Training
  • Assist in planning, organizing, and facilitating client training programs
  • Develop training materials and marketing resources
  • Deliver in-person and virtual training sessions on government contracting topics
  • Maintain accurate training records and documentation

Administrative and Other Duties
  • Report counseling and technical assistance activities twice annually in accordance with program requirements
  • Support development and maintenance of the program’s social media presence
  • Maintain and update the client contact database
  • Participate in ongoing professional development opportunities as assigned
  • Represent LA APEX professionally and promote collaboration among partner organizations
  • Support the Program Manager with strategic initiatives benefiting LA APEX stakeholders
  • Perform other duties as assigned
Qualifications:
Required Qualifications:
  • Bachelor’s degree in business, public administration, or a related field is required OR 5 years experience in business related field or government contracting

Skills, Abilities, Etc:
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to interpret and apply government contracting requirements.
  • Excellent communication and customer service skills.
  • Proficiency in Microsoft Office and database systems.
  • Effective time management skills and the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • High level of discretion and professionalism when handling sensitive information.
  • Technical aptitude to quickly learn new systems and platforms related to federal contracting

Preferred Qualifications:
  • Knowledge of mandatory federal and state registrations
  • Experience working with government contracting programs or APEX Accelerator/PTAC services.
  • Familiarity with federal procurement systems and compliance requirements.
  • Experience assisting small businesses with certifications (e.g., SBA programs, DBE).
  • Prior experience in higher education, public sector, or economic development environments.
  • Experience managing data reporting, surveys, or performance metrics for grant-funded programs.
  • Strong attention to detail and ability to interpret complex regulations.
