Salary Range: The budgeted salary range for the position is $50,600 - $60,000 annual. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

This position is located on the Rockford campus 90 miles northwest of Chicago. (On-Site Work – Not Remote).

Position Summary

This position provides fiscal oversight related to the administration of the Rural Health Professions (RHTP) program and its federally funded grants. The position will provide dedicated oversight of grant finances, subawards, contracts, financial reporting, and compliance activities to ensure responsible stewardship of sponsor funds and adherence to University and federal requirements.

Duties & Responsibilities

  • Provide day-to-day financial oversight of the RHTP grant and associated awards.
  • Develop, monitor, reconcile, and forecast grant budgets and expenditures.
  • Monitor grant spending to identify potential budget variances or compliance concerns, and potential fiscal risks, recommending corrective actions as needed.
  • Prepare financial reports, projections, and analyses for program leadership and funding agencies.
  • Review expenditures to ensure allowability, allocability, reasonableness, and compliance with sponsor, University, and federal regulations.
  • Ensure compliance with sponsor requirements, University policies, Uniform Guidance (2 CFR 200), and HRSA regulations.
  • Manage all aspects of subaward administration, including proposal documentation, agreement tracking, invoice review, subrecipient monitoring, and collection of required financial and programmatic documentation.
  • Track contract payment milestones and award closeout activities.
  • Coordinate with University administrative offices, funding agencies, and partner organizations on grant- and contract-related matters.
  • Support audits, monitoring activities, and grant closeout processes.
  • Develop and maintain systems for tracking budgets, contracts, subawards, invoices, compliance requirements, and reporting deadlines.
  • Serve as the primary administrative liaison for RHTP financial, contract, and subaward matters with University offices and partner organizations.
  • Perform other related duties and special projects as assigned.

Minimum Qualifications

  • Bachelor's degree in business administration, management, or a field related to the position.
  • Two (2) years of professional business, financial, and/or managerial work experience.

(NOTE: A Master’s Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.)

  • Based on position requirements, additional education, training, and/or work experience in an area of specialization inherent to the position may be required:

One year of additional work experience in grants/contracts management, financial reporting, or accounting in a higher education, healthcare, academic medicine, or other federally funded environments.

Preferred Qualifications

  • Three to five years of progressively responsible experience in sponsored project or post-award grant administration.
  • Experience managing federal awards, particularly HRSA, NIH, HHS, workforce development, public health, healthcare, or academic grants.
  • Experience with grant budget management, financial reporting, forecasting, and reconciliation.
  • Experience administering contracts and subawards.
  • Experience working in higher education, healthcare, academic medicine, or other federally funded environments.
