Job Summary

The Senior Intelligence Analyst is a highly experienced and skilled professional who leads the research and analysis of public safety and crime data. This role is critical in providing expert insights and recommendations for mapping, trending, identifying crime patterns, and predicting and solving crimes. The Senior Intelligence Analyst performs statistical analyses, develops intelligence products, and supports strategic planning and complex investigations. This position also provides leadership on investigative strategies, assisting both investigators and Crime Analysts, and performs related duties as required.

This position is located within the University of Chicago Police Department and is assigned to the Strategic Operations Center (SOC), a 24/7 operation housing the dispatch and video patrol functions. The SOC is staffed with emergency dispatchers, video patrol officers, and a shift commander holding the captain rank. The Senior Intelligence Analyst will collaborate closely with these personnel, supporting field resources and complex investigations.

Responsibilities

  • Analyzes criminal intelligence information and prepares detailed intelligence reports and bulletins to assist in strategic planning and resource deployment for crime prevention and suppression. Provides direct support for complex investigations, contributing to case clearance and suspect identification.
  • Researches, compiles, analyzes, and interprets statistical data and criminal intelligence information from various sources, including previous investigations, legal instruments, information systems, and social media, while ensuring compliance with 28 CFR Part 23.
  • Disseminates intelligence information to aid in the prevention and detection of criminal activity. Coordinates the exchange of intelligence information with internal and external agencies and departments.
  • Evaluates and processes tip information, determining when follow-up is needed. Prepares responses for Patrol Services and Investigations and identifies when tips meet criteria for further reporting. Makes recommendations on appropriate dissemination recipients.
  • Provides recommendations on the latest trends, methods, and technology to UCPD/SOC leadership. Participates in ongoing professional development as required.
  • Participates in crime report meetings and develops partnerships with external agencies to enhance the information-sharing environment.
  • Utilizes and maintains specialized computer applications to analyze and disseminate crime data.
  • Supports the SOC’s mission by performing other duties as assigned in support of public safety.
  • Works directly with Criminal Investigations Unit on complex or on-going pattern criminal activity.
  • Has a deep understanding of methods to analyze complex data sets for the purpose of extracting and purposefully using applicable information. May develop and maintain infrastructure that connects data sets.
  • Designs and evaluates statistical models and reproducible data processing pipelines using expertise of best practices in machine learning and statistical inference. Provides expertise for high level or complex data-related requests and engages other IT resources as needed. Partners with other campus teams to assist faculty with data science related needs.
  • Performs other related work as needed.

Education:

Minimum Qualifications

Minimum requirements include a college or university degree in related field.

Work Experience:

Minimum requirements include knowledge and skills developed through 5-7 years of work experience in a related job discipline.

Education:

  • College or university degree in national security, international affairs, or a related field.

Experience:

  • At least five (5) years of experience as an intelligence analyst, with significant experience in creating intelligence products, including strategic planning reports based on criminal and homeland security data or direct case support for large, complex investigations.
  • Background working with large, complex, and/or administrative datasets.

Technical Skills Or Knowledge:

  • Direct experience working with analytic tools, such as Tableau, Analyst’s Notebook, Palantir, or similar programs.
  • Deep knowledge of the intelligence cycle, critical thinking skills, and experience applying multiple research methods in an operational context.
  • Familiarity with GIS application software, particularly ArcGIS, and experience with GIS data modeling techniques.
  • Knowledge of research methodology, statistical analysis, and survey design.
  • Proficiency in project management and problem-solving techniques to enhance operational processes.

Preferred Competencies

  • Proven ability to communicate complex information effectively to a wide range of stakeholders, including law enforcement personnel, university officials, and external partners.
  • Strong understanding of information security principles, relevant laws, and regulations governing the release and classification of intelligence data.
  • Demonstrated leadership or supervisory experience, able to mentor and guide junior analysts.
