Job Summary

The Asset Manager is a leadership role responsible for the strategic planning, oversight, and daily operations of UCSF's vehicle fleet and transportation-related assets. This position ensures the delivery of safe, reliable, and customer-focused services while aligning fleet operations with institutional priorities, regulatory compliance, and long-term sustainability goals.

The Asset Manager develops and implements short- and long-term strategies for fleet lifecycle management, vehicle acquisition and replacement, and the integration of sustainable technologies-supporting UCSF's commitments to access equity, carbon reduction, and campus growth. This includes spearheading modern asset tracking systems, digital fleet platforms, and data-driven solutions to optimize performance, cost-efficiency, and service delivery.

The role ensures consistent and compliant fleet services across all UCSF sites, including Parnassus, Mission Bay, Mount Zion, and satellite locations. It also ensures adherence to ADA requirements, UC policies, audit standards, DMV/DOT regulations, and environmental mandates. The manager leads preparedness and response planning for vehicle incidents, service disruptions, and infrastructure challenges.

This Asset Manager supervises fleet and asset service providers. Responsibilities include monitoring performance, enforcing safety protocols, maintaining regulatory compliance, and leading special projects. The manager promotes sound decision-making and accountability while fostering continuous improvement across fleet and asset operations.

The Asset Manager will lead UCSF's compliance with UC Policy BUS-46 by ensuring all University-owned, leased, or rented vehicles are properly tracked, managed, and reported under a centralized system. This includes implementing processes for accurate vehicle inventory, lifecycle management, utilization reporting, preventive maintenance, and adherence to all UC and State regulatory requirements. A key priority of this role will be to establish UCSF's full alignment with BUS-46 by consolidating oversight of all UCSF vehicles, ensuring accountability, risk management, and operational efficiency.



The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $87,900 - $187,700 (Annual Rate).

Department Description

UCSF Department of Transportation manages transit and parking services for the UCSF students, faculty, patients, visitors and employees. Transit operations include fixed routes and on-demand services supporting nearly 2.5 million annual riders. Parking operations include over 25 parking garages and lots across the City, with over 7,500 spaces. Parking team also manages an extensive permit program, parking enforcement, citation adjudication and other parking related services. The Department promotes clean and sustainable transportation modes that include walking, bicycling, carpool/vanpool, car-sharing program, electric scooter sharing program, etc. The Department has over 190 positions with an annual operating budget of over $45 million.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Valid CA license with no restrictions other than corrective lenses.
  • California Class B Commercial Driver's License with passenger endorsement preferred or ability to obtain within 6 months of hire.
  • Broad knowledge of transit service operations, as well as related policy and regulatory compliance requirements from governmental agencies. Strong understanding of fleet operations, asset management, and vehicle maintenance practices
  • Familiarity with local, state, and federal transportation regulations, including DMV, DOT, ADA, and OSHA standards
  • Strong knowledge of industry best practices.
  • Strong leadership and interpersonal skills to work effectively, across all organization levels, internally and externally.
  • Skills in building team customer service orientation, management, sound judgment and decision-making, innovative thinking, and creative problem solving in a varied and challenging environment.
  • Solid knowledge of all phases related to repair, maintenance and storage of fleet vehicles. Ability to perform industry-standard diagnostic and troubleshooting testing.
  • Knowledge of sustainable transportation technologies and strategies (e.g., electric vehicles, right-sizing, carbon neutrality goals
  • Demonstrated ability to obtain and maintain specialty certification within automotive industry such as the Automotive Service Excellence certifications (ASE).
  • Understanding of budgeting, procurement, and contract management within a public sector or institutional environment
  • Working knowledge of fleet management software, GPS systems, and maintenance tracking tools
  • Strong analytical skills for interpreting data and generating operational reports
  • Relevant background and experience reflecting required competencies
  • Strong verbal and written communication skills.
  • Proficiency in the use of basic computer applications.

Preferred Qualifications

  • Certified Automotive Fleet Manager (CAFM) or Certified Public Fleet Professional (CPFP)
  • Specialty certification within automotive industry preferred.
  • OSHA 10/30 certification

License/Certification

  • Valid CA license with no restrictions other than corrective lenses.
  • California Class B Commercial Driver's License with passenger endorsement preferred or ability to obtain within 6 months of hire.
