Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary range the University reasonably expects to pay for this position is $122,400 - $153,000.

About The Job

The Office for the Prevention of Harassment and Discrimination (OPHD) is responsible for ensuring the University provides an environment free from discrimination and harassment (including sexual harassment and violence) based on all protected categories. OPHD's work emphasizes commitment to campus safety, fairness, due process, and trauma-informed practices. In collaboration with campus partners, OPHD's mission is to educate the UC Merced community on these issues, assist with prevention efforts, help campus departments pursue best practices for fostering a discrimination-free environment, and provide prompt and effective resolution of all complaints. OPHD provides analysis and guidance on all matters related to UC Merced's compliance with relevant federal and state laws and applicable University of California policies.

The Deputy Director and Title IX Officer reports to the OPHD Director/Title IX Officer (Director). Under the Director's general direction, the incumbent is responsible for implementing and managing the complaint resolution processes in response to reports of harassment and discrimination (including sexual harassment and sexual violence) across all protected categories. The incumbent provides mentorship and support for members of the OPHD team and assists with developing local policies, procedures, protocols, and guidelines.

Key Responsibilities

  • Case Management and Supervision: Lead the Response Team Coordinator (RTC), provide individualized coaching and support, and ensure the timeliness, quality, and integrity of work product. Mentors, train, and serve as a resource for the OPHD team. Together with the RTC, triage all incoming reports of harassment and discrimination (including sexual harassment and sexual violence), conduct intakes, address immediate safety needs and implement supportive measures, assess potential risk areas, determine avenues for resolving reports, conduct preventative education sessions, and assign reports to the Complaint Resolution Officers (CROs). Manage and audit the case management system, identify best practices to improve process efficiency, and identify high-risk areas on campus. Monitor the OPHD caseload to ensure an even distribution of work and to ensure cases are assigned to the CRO’s specialty areas and personally work on the most complex and sensitive reports. Implement supportive, interim, and remedial measures as appropriate. Provide consultations to campus partners. Chair standing work groups and co-chair bi-weekly Case Management Team meetings with the RTC. Respond to inquiries and requests for information from state and federal agencies, when necessary.
  • Campus-wide Training and Outreach: Together with the RTC, monitor compliance with mandatory OPHD-related training, and take the lead in developing and presenting training for the campus community on policies and procedures under OPHD’s purview.
  • Policies and Procedures: Assist with developing local OPHD policies, procedures, protocols, and guidelines. Review and advise on the content of the OPHD and associated websites. Represent OPHD on various campus and systemwide committees.
  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree from an accredited university (required) and/or
  • Advanced degree from an accredited university (preferred); and
  • Five years of related experience in higher education, law, compliance, or related fields; experience with case management systems, or the equivalent combination of education/training/experience (required); while
  • Advanced degree is preferred, but it may not substitute the required years of experience.
  • In-depth and demonstrated knowledge of triaging and managing discrimination and harassment (including sexual harassment and sexual violence) reports.
  • Expert knowledge of the complexities of discrimination and harassment (including sexual violence and sexual harassment), in the postsecondary setting.
  • Advanced knowledge of federal and state laws and regulations, case law, and guidance related to discrimination and harassment (including sexual violence and harassment) in the educational and employment setting.
  • Experience investigating discrimination, harassment, or equivalently sensitive allegations in an empathetic and confidential manner.
  • Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally competent manner.
  • An understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).
  • Ability to gather and organize information, conduct analysis, and make recommendations on issues that are complex in nature; critical thinker. Ability to apply policy and legal concepts to issues.
  • Demonstrated written and oral communication skills; skill building rapport in an open, friendly, and accepting way; active listener.
  • Ability to maintain confidentiality and discretion.
  • Ability to work independently and within a team environment.
  • Ability to handle large volume of cases and manage multiple assignments by effectively planning, organizing, and prioritizing assignments with demanding time frames and deadlines.
  • Skills in developing and delivering training and education programs about discrimination and harassment (including sexual violence and harassment).
  • Knowledge and understanding of the historical and social context of diversity, equity, and inclusion.
  • Excellent interpersonal and communication skills to work independently with all levels of university personnel. Ability to communicate complex information to all levels of management and administrators in clear and concise manner both written and verbal.
